Abstract

Pelitian ini bertujuan mengetahui implementasi Undang-Undang No. 20 Tahun 2003 tentang Sistem Pendidikan Nasional dan Peaturan Pemerintah No. 47 Tahun 2008 tentang Wajib Belajar oleh Pemerintah Daerah Kota Bandar Lampung, serta kebijakan apa yang sudah dilakukan Pemerintah Kota Bandar Lampung dalam penyediaan fasilitas pendidikan untuk mendukung pelaksanaan wajib belajar di Kota Bandar Lampung. Penelitiaan ini menggunakan pendekatan yuridis normatif dan study lapangan (field research). Yuridis normatif dilakukan dengaan cara inventarisasi peraturaan daerah Kota Bandar Lampung yang berkaitan dengan Undang-Undang No. 20 Tahun 2003 tentang Sistem Pendidikan Nasional dan Peaturan Pemerintah No. 47 Tahun 2008 tentang Wajib Belajar. study lapangan (field research) dilakukan dengan cara pengumpulan data dan wawancara kepada BAPPEDA Kota Bandar Lampung dan beberapa Penyelenggara Pendidikan (sekolah) di Kota Bandar Lampung. Hasil penelitian tentang implementasi wajib belajar dalam kebijakan legislasi pemeritah daerah Kota Bandar Lampung sudah terlaksana tetapi masih terkendala sekala prioritas dan kemampuan keuangan daerah. Kata Kunci : Implementasi, Wajib Belajar, Kebijakan Legislasi This research aims to identify and analize the implementation of Law No. 20 year 2003 on National Education System and Government Regulations No. 47 year 2008 on Compulsory Education with particular reference to Local Government in Bandar Lampung. Again, this research reveals the policy ofwhat has beendone Bandar Lampung city government in the provision of educational facilities to support the compulsory education programme. A quantitative study that used a normative juridical approac handfield research was analyz edusing simple statistical tools. However, Juridical Normative have been done with in ventory local regulations of Bandar Lampung City area related to law No. 20 Year 2003 on National Education System and Government regulations No. 47 of 2008 on Compulsory Education. On the other hand, Field research was doing bycollecting data and data interviews to BAPPEDA (Development Planning Institutions at Sub-National Level) and) Bandar Lampung and some Education Provider (school) others in thecity of Bandar Lampung. The study revealed that’s cale of priorities and local fiscal capacity are the problem ofyet implemented of the programme.
