Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

ABSTRAK Dipenda Kota Bandar Lampung merupakan dinas yang bertanggung jawab dalam mengelola dan meningkatkan sumber penerimaan keuangan daerah. Untuk itu, Dipenda Kota Bandar Lampung melaksanakan program peningkatan kapasitas sumber daya aparatur untuk meningkatkan kapasitas aparaturnya. Pada tahun 2013-2014 program ini belum menunjukan hasil yang signifikan dilihat dari realisasi yang tidak sesuai dari target yang diinginkan. Penelitian ini bertujuan mendeskripsikan hasil pelaksanaan program peningkatan kapasitas sumber daya aparatur Dipenda Kota Bandar Lampung tahun 2015 dan faktor penghambat dalam program tersebut. Jenis penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Hasil dalam penelitian program peningkatan kapasitas sumber daya aparatur ini ialah: 1. Program peningkatan kapasitas sumber daya aparatur Dipenda Kota Bandar Lampung belum mencapai tujuan program. Tujuan program belum spesifik dibuat secara jelas. 2. Faktor penghambat dalam pelaksanaan program yakni: a. kurangnya waktu dalam pelatihan. b. tidak semua aparatur yang diikutsertakan dalam pelatihan. c. belum memiliki standarisasi kegiatan. d. minimnya kualitas dan kuantitas sumber daya manusia. Untuk itu, perlu dilakukan beberapa hal sebagai berikut: 1. Perlunya membuat indikator keberhasilan yang jelas. 2. Menambahkan waktu pelatihan, mengikutsertakan seluruh aparatur dalam pelatihan atau menerapkan strategi transfer ilmu bagi apartur yang tidak mengikuti pelatihan agar terjadi efesiensi dan efektivitas, membuat standarisasi kegiatan, dan realisasi pengiriman apartur untuk mengikuti pendidikan s1/s2. Kata kunci: Evaluasi Program, Kapasitas, Sumber Daya Aparatur ABSTRACT Dipenda of Bandar Lampung is the agency in charge of managing and increasing source of revenue for local finance. To that end, Dipenda of Bandar Lampung implement capacity building programs for personnel resources to increase the capacity of its institutions. In 2013-2014 this program has not shown significant results seen from the realization that do not match from the desired target. This study aims to describe the result of the implementation of the capacity building program of personnel resources Dipenda of Bandar Lampung in 2015 and inhibiting factors in the program. This research is a descriptive study with qualitative approach. The results of the research program of the apparatus resource capacity building is this: 1. Increasing of the capacity of personnel resources Dipenda of Bandar Lampung not meet the program objectives. 2. inhibiting factors in the implementation and achievement of program objectives are: a. lack of time in training. b. not all personnel who participate in the training. c. yet have standardization activities. d. lack of quality and quantity of human resources. To that end, it is necessary to do the following: 1. The need to make a clear indicator of success, and sending personnel to participate in education. 2. Adding the training time, involve all personnel in training or knowledge transfer strategy for the aperture that do not follow the training to occur efficiency and effectiveness, making standardization activities and the realization of the delivery aperture for education s1 / s2.
