Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Kuatnya budaya patriarki yang dipegang oleh masyarakat Indonesia menjadi penghambat partisipasi perempuan di dunia politik. Adanya kebijakan affirmative action membuat keterwakilan perempuan di Indonesia meningkat, baik dari pusat maupun daerah. Kota Metro merupakan daerah di Lampung yang memiliki keterwakilan perempuan 32% di Badan Legislatifnya. Adapun tujuan penelitian dalam skripsi ini adalah untuk mengetahui kinerja anggota DPRD perempuan periode tahun 2014-2019 di Kota Metro ditinjau dari aspek legislasi. Tipe penelitian skripsi ini dengan menggunakan metode deskripif kualitatif dan purposive sampling dalam pengambilan informannya. Hasil penelitian ini adalah DPRD perempuan Kota Metro periode tahun 2014-2019 sudah melaksanakan kinerjanya dengan baik. Hal ini terlihat dari hasil triangulasi yang telah dilakukan, dengan membandingkan ketiga pihak (pro, kontra, dan netral) serta menyelaraskan hasilnya dengan dokumentasi dan observasi ketika penelitian. Anggota DPRD perempuan membuat agenda perubahan yang melibatkan perempuan baik secara pragmatis ataupun substantif. Tahapan pengambilan aspirasi masyarakat dilakukan dengan baik oleh anggota DPRD perempuan dengan berbagai macam agenda seperti kesehatan, ekonomi, pendidikan. Tahap penyaluran aspirasi yang didapat dari hasil aspirasi telah disampaikan secara optimal. Tahapan terakhir dalam memperjuangkan kepentingan perempuan juga dikerjakan dengan optimal oleh DPRD perempuan selaku badan perwakilan yang memang bertugas mewakili kepentingan perempuan. Namun budaya patriarki masih dipegang kuat oleh sebagian anggota DPRD laki-laki. Semua tugas dan fungsi yang berawal dari pengambilan aspirasi masyarakat, pengagregasian dan penyaluran masyarakat hingga peranggungjawaban kepada rakyat sudah dilaksanakan dengan baik oleh anggota DPRD perempuan. Kesimpulan ini didapatkan tidak hanya dari hasil wawancara, tetapi juga dengan membandingkan hasil observasi dan dokumentasi yang diperoleh saat penelitian berlangsung. Kata kunci: Kinerja, DPRD, Perempuan, Budaya Patriaki. THE PERFOMANCE OF WOMAN’S REGIONAL HOUSE OF REPRESENTATIVESPERIODE ON 2014-2019 INSPECTED FROM LEGISLATION’S ASPECT. (Studi at Regional House of Representatives Metro City) The strength of patriarchal culture in Indonesian, become a barrier to hold the woman’s participation in politics. The policy affirmative action make the woman’s representation in Indonesia to be increase, begin the center or in local area. The Metro city is the one’s of municipality in Lampung Province that has the women’s representation, it is about 32% in legislature. Actually, the purpose in this research is to know how the perfomance of the women’s paliament aparatuss on 2014-2019 period at Metro City, this case is in inspected from the legislations aspect. This research is using descriptif kualitatif methods and using purposive sampling to choose the informans. The result of this research is show that DPRD, in this means the woman’s parliament aparatus in Metro on 2014-2019 was done their jobs nicely. The evidence of this fact is showed from the result of triangulasi that was heid with compared of three elements (pro, contra, netral), and then confirmes of the elements the result to the documentaton and reseacrh observation that has found on field. Womans aparatuss parliaments has made a change thats involved the woman in pragmatis and substantif. The first step is agregating of aspiration from citizen, has done nicelyby the woman’s of aparatuss parliament with many various agenda, such us health, economics, and education. The distribution of aspiration thats found as the result of aspiration was optimally done. And the last step is fighting the woments interest, also has done nicely by the woman’s aparatuss parliament, as their responsibility, to present the woman’s interest. However, the patriarchal culture is still there are in many person of mens aparatus parliaments. All of the job and function thats started from citizen’s inspiration, an agregation, till distributing to the people include responsibling to citizen. All of them, has done nicely by the womans aparatusparliament an optimal. Then, the conclution from this result, is doesnt just taken by the result of interview, but also from compred the result of observation, and documentation, thats all aspect in bassed on the reseaarch process.
