Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Kota Bandar Lampung merupakan salah satu kota yang koperasi tidak aktifnya tertinggi nomor satu jika dibandingkan dengan kabupaten lain yaitu sebanyak 407 unit koperasi. Untuk itu diperlukan strategi yang baik dalam meningkatkan kualitas kelembagaan koperasi oleh Dinas Koperasi dan UMKM Kota Bandar Lampung. Tujuan dari penelitian ini adalah untuk menganalisa; 1) pelaksanaan strategi Dinas Koperasi dan UMKM dalam meningkatkan kualitas kelembagaan koperasi. 2) kendala-kendala Dinas Koperasi dan UMKM dalam melaksanakan strategi. Jenis penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Hasil Penelitian adalah sebagai berikut: 1) pelaksanaan program yang ada pada renstra ini belum sukses dikarenakan dinas koperasi belum bisa mencapai target tahunan yang sudah ditetapkan. 2) berdasarkan kebijakan revitalisasi Dinas Koperasi hanya dapat menghidupkan 3 unit koperasi yang sudah tidak aktif menjadi aktif dan membangun 10 unit koperasi baru di Bandar Lampung. 3) mengadakan pembinaan, pelatihan/penyuluhan sosialisasi untuk seluruh koperasi di Bandar Lampung. 4) Dinas Koperasi dan UMKM hanya memiliki sumber daya manusia berjumlah 43 orang saja. Kendala yang dialami oleh Dinas Koperasi adalah anggaran dan sumber daya manusia yang terbatas. Peneliti merekomendasikan beberapa hal, yaitu: 1) seharusnya kegiatan pelatihan/penyuluhan mengundang seluruh koperasi di Bandar Lampung secara merata. 2) meningkatkan kualitas sumber daya manusia dengan mengadakan kegiatan penyuluhan tentang manajemen perkoperasian dalam 3 kali setahun. 3) Dinas Koperasi dan UMKM hendaknya melakukan kerjasama dengan salah satu bank yang ada di Bandar Lampung. Kata Kunci: Manajemen Strategi, Implementasi Strategi, Kualitas Kelembagaan Koperasi IMPLEMENTATION STRATEGY OF DINAS KOPERASI AND UMKM IN IMPROVING THE QUALITY OF INSTITUTIONAL FOR BEING STRONG, INDEPENDENT AND DEVELOPED IN BANDAR LAMPUNG (Study in the Department of Dinas Koperasi and UMKM) Bandar Lampung is one of the city that has many in acitve cooperatives, there are 407 unit of cooperatives compared to other districts. Acording that, it needs a good strategy to improve the quality of institutions by Dinas Koperasi and UMKM, Bandar Lampung. The purpose of this research were to analyze; 1) implementation of the strategy Dinas Koperasi and UMKM in improving the quality of institutions are strong, independent, and developed. 2) the obstacles of Dinas Koperasi and UMKM in implementing the strategy. This research was a descriptive study with qualitative approach. The data were collected through interviews and documentation. The data was analyzed using data reduction, data presentation, and conclusion. The results are as follows: 1) implementation of existing programs in this strategic plan has not been successful because the service cooperatives could not reach the annual target already set. 2) based on the revitalization of the Department of Cooperatives can only switch 3 cooperative units that are inactive to active and build 10 new cooperative unit in Bandar Lampung. 3) held coaching, training / socialization for the entire cooperative extension in Bandar Lampung. 4) Dinas Koperasi dan UMKM only have human resources amounted to 43 people. The problem faced by the Department of Cooperatives is the budget and human resources are limited. Researchers recommended a few things, such as : 1) training/counseling invited all cooperatives in Bandar Lampung. 2) improving the quality of human resources by conducting outreach activities in the management of cooperatives in three times a year. 3) Dinas Koperasi and UMKM should cooperate with one of Bank in Bandar Lampung.
