ABSTRAK Badan Permusyawaratan Desa (BPD) sebagai badan legislatif di tingkat desa sekaligus wakil dari masyarakat desa diberi kewenangan penuh untuk menerapkan budaya demokrasi di tingkat desa, baik dalam hal pengawasan terhadap Pemerintah Desa maupun dalam hal penampungan aspirasi Masyarakat Desa. BPD diharapkan menjadi wadah politik bagi masyarakat desa untuk menyampaikan idea tau gagasan mereka agar dapat terealisasi dalam pembangunan dan kebijakan yang ada di Desa. Hal ini dapat terealisasi apabila BPD sebagai lembaga legislatif di Desa, berperan aktif dalam hal pelaksanaan tugas dan fungsinya. Tujuan dari penelitian ini adalah untuk mengetahui kinerja BPD Desa Kota Jawa Kecamatan Way Khilau Kabupaten Pesawaran dalam menampung aspirasi masyarakat. Tipe penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif. Analisis data pada penelitian yang bersifat kualitatif berlandasan pada penggunaan keterangan secara lengkap dan mendalam dalam menginterprestasikan data tentang variabel, bersifat non-kuantitatif dan dimaksudkan untuk melakukan eksplorasi mendalam dan tidak meluas terhadap fenomena. Hasil penelitian menunjukkan bahwa Kinerja BPD dalam bidang aspirasi masyarakat meliputi cara BPD dalam menampung dan menyalurkan aspirasi masyarakat. Cara yang dilakukan BPD dalam menampung aspirasi masyarakat adalah dengan membuka kotak kritik dan saran baik itu untuk pemerintah desa atau pun untuk BPD itu sendiri, serta masyarakat dapat menyalurkan aspirasinya dengan cara tertulis atau pun lisan pada saat ada pertemuan BPD atau pertemuan desa. Cara BPD dalam menyalurkan aspirasi masyarakat adalah dengan cara BPD menyampaikan dan membahas masalah bersama dengan pemerintah desa pada pertemuan rutin 3 (tiga) bulan sekali kecuali untuk masalah yang mendesak. Persepsi masyarakat terhadap kinerja BPD dalam pelaksanaan fungsi pengawasan belum maksimal. Persepsi masyarakat terhadap kinerja BPD timbul karena masyarakat melihat secara langsung kinerja BPD dan produk-produk apa yang telah dihasilkan BPD. BPD is expected to become a political forum for villagers to express their ideas tau idea to be realized in the development and policy in the village. This can be realized if the BPD as a legislative institution in the village plays an active role in the implementation of tasks and functions. The purpose of this study is to investigate to determine the performance of BPD Kota Jawa Village Way Khilau District Pesawaran Regency in accommodating the aspirations of the people. This type of research used in this research is descriptive research. Analysis of the data on the qualitative research that is grounded in the use of information in a complete and profound in interpreting data on the variables, non-quantitative nature and are intended to perform in-depth exploration and does not extend to the phenomenon. The results showed that BPD performance in the field of public aspirations, including how BPD in the community and share their aspirations. How do BPD in accommodating the aspirations of the people is to open the box criticism and suggestions either to the government or to BPD village itself, as well as the public can channel their aspirations by means of a written or spoken during the last meeting of BPD or village meetings. How BPD in the aspirations of the society is to BPD convey and discuss the issue together with the village at a regular meeting of 3 (three) months, except for a matter of urgency. Public perception of the performance of BPD in implementing the oversight function is not maximized. Public perception of the performance of BPD arises because the public saw firsthand the performance of BPD and what products that have been produced BPD.
