Pengendalian pemanfaatan ruang merupakan upaya untuk mewujudkan tertib tata ruang. Pelaksanaan pengendalian pemanfaatan ruang diatur dalam Undang-Undang Nomor 26 Tahun 2007 tentang Penataan Ruang, Peraturan Pemerintah Nomor 15 Tahun 2010 tentang Penyelenggaraan Penataan Ruang, dan di Kabupaten Lampung Selatan diatur dalam Peraturan Daerah Nomor 15 Tahun 2012 tentang Rencana Tata Ruang Kabupaten Lampung Selatan Tahun 2013 - 2031. akan tetapi ternyata pemanfaatan ruang belum terlaksana dengan optimal. Permasalahan dalam penelitian ini adalah bagaimanakah pengendalian pemanfaatan ruang oleh pemerintah Kabupaten Lampung Selatan dan faktor-faktor apa sajakah yang menjadi pendukung dan penghambat dalam pelaksanaannya. Metode yang digunakan dalam penelitian ini adalah yuridis normatif dan yuridis empiris. Data yang dikumpulkan adalah data primer dan data sekunder. Data primer didapat dari wawancara kepada responden sedangkan data sekunder diperoleh melalui studi kepustakaan. Hasil penelitian menunjukkan bahwa pelaksanaan pengendalian pemanfaatan ruang di Kabupaten Lampung Selatan dilakukan dengan beberapa cara, yaitu pengaturan zonasi dengan cara mengklasifikasikan rencana penggunaan ruang, menyiapkan beberapa bentuk perizinan, pemberian insentif dan disinsentif yang belum terlaksana. Penyebab belum terlaksananya insentif dan disinsentif di Kabupaten Lampung Selatan pada dasarnya pemanfaatan ruang yang tidak sesuai dengan peruntukannya, seperti kawasan pendidikan jaraknya sangat dekat dengan kawasan industri yang ada di Kecamatan Kalianda. Hal inilah sebagian contoh kecil mengapa insentif dan disinsentif belum terlaksana. Faktor penghambat dalam pelaksanaan penataan ruang di Kabupaten Lampung Selatan yaitu cepatnya pertumbuhan berbagai bidang seperti masalah ekonomi, masalah sosial, masalah daya dukung lingkungan dan masalah tata ruang, infrastruktur seperti permasalahan infrastruktur bidang daerah tertinggal, pembangunan infrastruktur bidang sosial, bidang daya dukung lingkungan,pertanian dan pariwisata, Peraturan perundang-undangannya masih bersifat umum, pertumbuhan penduduk dan keterbatasan lahan menyebabkan kepadatan penduduk semakin tinggi sehingga efisiensi pemanfaatan ruang menjadi tuntutan yang dapat dihindari, kurangnya sumber daya manusia dan pendanaan serta kurangnya pemahaman aparatur pemerintah mengenai Rencana Tata Ruang Wilayah dan Pengendalian Pemanfaatan Ruangnya. Pelanggaran terhadap tata ruang yang terjadi jarang sekali dikenakan sanksi, oleh sebab itu harus dilakukan berbagai cara dalam bentuk pengawasan seperti pemantauan dan evaluasi terhadap penyelenggaraan penataan ruang dengan ketentuan Undang-Undang. Pengawasan kinerja harus ditingkatkan untuk menjamin tercapainya tujuan penyelenggaraan penataan ruang yang sesuai dengan Undang-Undang. Kata Kunci: Tata Ruang, Pengendalian, Pemanfaatan Ruang. IMPLEMENTATION OF UTILIZATION SPATIAL IN SOUTH LAMPUNG DISTRICT ABSTRACT By SHELLY MALINDA AZWAR Control of the use of space is an effort to realize an orderly layout. Implementation of controlling the use of space regulated in Law Number 26 Year 2007 on Spatial Planning, Government Regulation No. 15 Year 2010 on the Implementation of Spatial Planning, and in South Lampung Regency is set in the Regional Regulation No. 15 Year 2012 on Spatial Planning of South Lampung regency in 2013 - 2031. But apparently usage of space not been undertaken by optimal. The problem in this research is how the government controls the use of space by South Lampung regency and factors what are some supporters and obstacles in its implementation. The method used in this research is normative and empirical jurisdiction. The data collected are primary data and secondary data. The primary data obtained from interviews with respondents, while secondary data obtained through library research. The results showed that the implementation of control utilization of space in South Lampung regency done in several ways, namely zoning regulation by classifying the planned use of space, setting up some form of licensing, Incentives and disincentives that have not been implemented. The cause has not been implementation of incentives and disincentives in South Lampung regency basically of space utilization is not as intended, such as distance education area very close to the existing industrial area in district Trump. This is partly why a small sample Incentives and disincentives have not been implemented. Some other things cause local governments have yet to implement the incentives and disincentives due to not having access to sectoral development plans are created and determined by the central government. So that strict sanctions can not be implemented in South Lampung regency. The results of the study showed that the implementation of the control of the utilization of space in South Lampung Regency done with some ways are over zoning for setting with how to classify the plan of the use of space, prepare some form of permissions, providing incentives and powerful disincentive that have not yet been held. The cause is not the implementation of incentives and powerful disincentive in South Lampung Regency basically exploiting of space that is not in accordance with the allocation, such as the area of distance education is very close to industrial areas that are in the sub-district Kalianda. This is some small example why incentives and powerful disincentive not yet done. Resistance Factors in the implementation of the arrangement of space in South Lampung Regency namely fast growth of various fields such as economic issues, social issues, power issues environmental support and problem landscapes, infrastructure such as infrastructure problems the field of backward regions, infrastructure development of the social, environmental support field, agriculture and tourism, legislation his invitation still public, population growth and the limitations of the land cause the population density of the higher so that the efficiency of the utilization of space requirements which can be avoided, lack of human resources and funding as well as the lack of understanding of the Plan of government apparatus Regional Exterior and controlling the utilization of his Space. The breach of the arrangement of space that occur very seldom imposed sanctions because it must be done by various methods in the form of supervision such as the monitoring and evaluation of the implementation of space planning with the provisions of Law. Performance monitoring must be improved to ensure the achievement of the aim of the arrangement of space in accordance with the Law. Keywords: layout, Control, Space Utilization.
