ABSTRACT The Representation Model of Regional House of Representatives in Pesawaran Regency (Case Study of Regional House of Representatives Recess Implementation in Pesawaran 2015) Rendi Ferdian Regional House of Representatives of Pesawaran 2014 – 2019 period has responsibilities in developing and actualizing the absolute house of representative. One of the responsibilities is through recess implementation. The underproduction of human development index, the height of poverty and unemployment numbers is the main problem in Pesawaran. The Regional House of Representative as the society’s representative is demanded to solve the problem. However the preparatory process recess starting from the preparation, implementation, reporting and follow up -plan haven’t been resulted solutions. The study aims to determine about the implementation of the recess stages, the results of the recess implementation and the model representative of Regional House of Representatives in Pesawaran 2014-2019. The method used in this research is qualitative research method, this study focused on recess stages: (1) preparation, (2) implementation, (3) reporting, and (4) the stage of follow-up plan. Furthermore, seeing the models of representation, namely: ( 1) Formal, (2) Descriptive, (3) Symbolic, and (4) Substantive. The study found: (1) The preparatory process recess is not comparable to the number of people represented, the scope of the recess implementation is limited to formal agendas and routines, the consultation results reporting to the public during the recess is not ideal, efforts to plan follow-up people’s aspirations have not been measured. (2) Articulating and aggregating political interests function has not been accomplished. (3) According to the implementation of the recess and a number of measures resulted, they indicate that the seriousness of Regional House of Representatives members in doing the representation functions shows a lot of weaknesses and lack of seriousness. (4) The model of the Regional House of Representatives members in Pesawaran is a symbolic representation model. To optimize the recess in the future, it is necessary to (1) The implementation of more intensive recess focuses on the quantity, (2) Members of Regional House of Representatives and political parties should continually improve the political capacity, and (3) Guidance and supervision towards members being representatives of the people by the political parties, (4) Should be carried out training on techniques and methods of absorbing society’s aspiration. (5) The need for Standard Operating Procedure (SOP) in the implementation of the recess. Keywords: Regional House of Representatives, Recess and Representation Models ABSTRAK Model Perwakilan DPRD Kabupaten Pesawaran (Studi Kasus Pelaksanaan Reses DPRD Pesawaran Tahun 2015) RENDI FERDIAN DPRD Pesawaran periode 2014-2019 memiliki tanggung jawab membangun dan mewujudkan lembaga perwakilan yang nyata, salah satunya melalui pelaksanaan reses. Masih rendahnya indeks pembangunan manusia, tingginya angka kemiskinan dan pengangguran merupakan masalah utama di Pesawaran. DPRD sebagai perwakilan masyarakat dituntut untuk dapat memecahkan permasalah tersebut. Namun, reses yang berjalan selama ini dinilai belum maksimal, mulai dari persiapan, pelaksanaan, pelaporan, dan tindak lanjut belum menghasilkan kebijakan solutif. Penelitian ini bertujuan untuk mengetahui bagaimana pelaksanan tahapan reses, hasil pelaksanaan reses dan model perwakilan DPRD Kabupaten Pesawaran 2014 – 2019. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif, penelitian ini difokuskan pada tahapan reses yaitu (1) persiapan, (2) pelaksanaan, (3) pelaporan, dan (4) tahapan rencana tindak lanjut. Selanjutnya melihat model perwakilan, yaitu : (1) Formal, (2) Deskriptif, (3) Simbolik, dan (4) Subtantif. Hasil penelitian menemukan: (1) Proses persiapan reses tidak sebanding dengan jumlah masyarakat yang diwakili, ruang lingkup pelaksanaan reses terbatas pada agenda formal dan rutinitas, pelaporan hasil konsultasi publik pada pelaksaan reses belum ideal, upaya rencana tindak lanjut aspirasi masyarakat belum terukur. (2) Fungsi pengartikulasian kepentingan politik dan pengagregasian kepentingan politik belum terpenuhi. (3) DPRD dalam melaksanakan fungsi perwakilan belum sungguh-sungguh. (4) Model perwakilan DPRD Kabupaten Pesawaran adalah perwakilan simbolik (symbolic representation). Untuk perbaikan reses diperlukan: (1) peningkatan kualitas dan kuantitas reses, (2) Peningakatan kapasitas politik anggota DPRD dan Partai Politik, (3) Pembinaan dan pengawasan partai politik pada anggotanya yang menjadi wakil rakyat, (4) Pelaksanan pelatihan tentang teknik dan metode penyerapan aspirasi masyarakat, (5) Perlu adanya Standart Operating Procedure (SOP) dalam pelaksanaan reses.
