Skripsi ini bertujuan untuk menganalisis peranan Stichting Nederlandse Vrijwilligers (SNV) dalam menerapkan Sustainable Sanitation and Hygiene for All (SSH4A) in Small Towns Programme di Kabupaten Pringsewu. Perspektif yag digunakan dalam penelitian ini adalah role theory, konsep peranan NGO, jejaring, dan konsep sustainable development. Penulis menggunakan desain studi kasus. Melalui analisis terhadap pelbagai dokumen, buku, jurnal, observasi, dan wawancara terhadap tiga orang pakar di bidang pembangunan dan permasalahan lingkungan, penulis berargumen bahwa peranan SNV dalam menerapkan program SSH4A dimaksudkan untuk mencapai salah satu tujuan sustainable development goals, yakni sanitasi secara universal. Peranan tersebut dilakukan mengingat adanya permasalahan sanitasi dan higiene yang mengancam keberlangsungan hidup manusia, dan belum optimalnya peranan dari pemerintah.Penelitian ini menemukan bahwa terdapat beberapa peran SNV dalam penerapan program SSH4A di Kabupaten Pringsewu, diantaranya development and operation of infrastructure; supporting innovation, demonstration, and pilot project; facilitating communication; technical assistance and training; research, monitoring, and evaluation; dan advocacy for and with the poor. Skripsi ini juga memberikan gambaran mengenai jejaring yang diciptakan SNV dalam mendukung penerapan program ini. Hasil penelitian ini memperlihatkan adanya keberhasilan penerapan program SSH4A di Kabupaten Pringsewu. Kata kunci: NGO, Stichting Nederlandse Vrijwillegers, SSH4A, Pringsewu, sanitasi dan higiene, jejaring, sustainable development. abstract This research aims to analyze the role of Stichting Nederlandse Vrijwilligers (SNV) in applying Sustainable Sanitation and Hygiene for All (SSH4A) in Small Towns Programme in Pringsewu district. The framework of analyses used in this research are role theory, NGO’s role concept, networking concept, and sustainable development concept. The author uses a case study design. Through analysis of the various documents, books, journals, observation, and interviews with three experts in the field of development and environmental issues, the author argues that the role of SNV in applying SSH4A program is intended to achieve one of the sustainable development goals, namely universal sanitation. The role made considering the problems of sanitation and hygiene which can threat the existence of human’s life, and the role of local government is still suboptimal. This research finds that there are some SNV’s roles in the application of SSH4A program in Pringsewu district, such as the development and operation of infrastructure; supporting innovation; demonstration, and pilot project; facilitating communication; technical assistance and training; research, monitoring, and evaluation; and advocacy for and with the poor. This research also gives an overview of the networking which is SNV made in order to support the implementation of this program. The result of this research shows that the application of the SSH4A program in the Pringsewu district had been relatively successful.
