ABSTRAK FAKTOR-FAKTOR PENYEBAB KURANG OPTIMALNYA DEMOKRATISASI DALAM PENYUSUNAN PERATURAN KAMPUNG TENTANG ANGGARAN PENDAPATAN DAN BELANJA KAMPUNG (APBK) TAHUN 2011 (Studi Kasus di Kampung Sidoarjo Kecamatan Blambangan Umpu Kabupaten Way kanan) Oleh ANDRI RIFKIANSYAH Demokrasi merupakan sistem pemerintahan yang diselenggarakan dari rakyat, oleh rakyat, dan untuk rakyat. Sistem pemerintahan demokrasi dan kekuasaan tertinggi berada ditangan rakyat. Demokratisasi di indonesia dimulai dari tingkat kampung atau otonomi asli.Demokratisasi yang terjadi di kampung membutuhkan partisipasi yang harus dimulai dengan masyarakat sebagai manusia yang memiliki aspirasi dan paling mengetahui tentang kebutuhannya. Terselenggaranya demokratisasi dalam pelaksanaan pemerintahan kampung dapat dilihat dari pelaksanaan penyusunan peraturan kampung yang melibatkan pemerintah kampung, BPK serta masyarakat.Salah satu Peraturan Kampung yang dibuat di Kampung Sidoarjo adalah Peraturan Kampung tentang Anggaran Pendapatan dan Belanja Kampung Tahun 2011, sebagai wujud pelaksanaan prinsip-prinsip Demokratisasi ditingkat kampung.Akan tetapi Realitasnya beberapa sumber menyatakan bahwa proses penyusunan APBK tahun 2011 yang terjadi dalam proses pemerintahan di Kampung Sidoarjo diduga belum optimal dalam menerapkan prinsip-prinsip demokratisasi. Kurang optimalnya demokratisasi dikarenakan kurangnya partisipasi masyarakat serta masih banyaknya tokoh masyarakat yang tidak dilibatkan dalam penyusunan APBK.Faktor-Faktor Apakah yang MenunjukanDemokratisasi Kurang Optimal Dalam Penyusunan Peraturan Kampung Tentang APBK Tahun 2011 di Kampung Sidoarjo Kecamatan Blambangan Umpu Kabupaten Way Kanan? Tujuan dilakukannya penelitian ini adalahuntuk mengetahui Faktor-Faktor Penyebab Demokratisasi Kurang Optimal dalam Penyusunan Peraturan Kampung Tentang APBK Tahun 2011 di Kampung Sidoarjo Kecamatan Blambangan Umpu Kabupaten Way kanan. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian deskriptif kualitatif. Keseluruhan data dalam penelitian ini diperoleh melalui wawancara mendalam dan dokumentasi. Hasil penelitian ini menujukkan bahwa faktor-faktor penyebab kurang optimalnya demokratisasi penyusunan APBK di Kampung Sidoarjo dikarenakan kurangnya partisipasi dari masyarakat selain itu masih buruknya kerjasama atau koordinasi antara pemerintah kampung dan BPK serta kepala dusun mengakibatkan banyak masyarakat yang tidak terlibat dalam musyawarah. Selain itu tidak adanya partisipasi dan kontrol akhir dari masyarakat menyebabkan musyawarah lebih didominasi oleh pemerintah kampung dan BPK. Democratic system of government and the supreme power in the hands of the people. Democratization in Indonesia starting from the village level or genuine autonomy. The implementation of democracy in the implementation of village government can be seen from the implementation in making the village regulation involving village government, BPK and the community. One of the village regulations made in Sidoarjo village is village Regulation of Budget Village in 2011, as a form of implementation of democratization principles in village level. But the reality is that some sources state that in 2011 APBK preparation process that occurs in the process of governance in the village of Sidoarjo allegedly does not optimal yet in applying the principles of democratization. Less optimalization of democratization due to the lack of people participation and there are many public figures who are not involved in the preparation of APBK. What Factors Indicate the Less Optimalization of Democratization in Developing village regulation About APBK in 2011 in Sidoarjo village Blambangan Umpu Sub-District Way Kanan Regency? The purpose of this study is to find out the Factors causing the Less Optimalization of Democratization in making of village regulation About APBK in 2011 in Sidoarjo village Blambangan Umpu Sub-District Way Kanan Regency. The method used in this research is descriptive qualitative research method. Overall data in this study was obtained through in-depth interviews and documentation. The results of this study showed that the factors that cause the less optimalization of democratization in making of APBK in Sidoarjo village due to the lack of participation of the community besides that there is a poor cooperation or coordination between the village government and BPH also the heads of villages resulted many people who were not involved in the discussion. Besides the lack of participation and last control from public cause the discussion was dominated by the village government and BPK.
