Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Surat Izin Mengemudi (SIM) merupakan salah satu berkas administrasi yang wajib dimiliki oleh pengendara kendaraan bermotor baik roda dua maupun roda empat. Persyaratan yang diperlukan untuk mengurus SIM tersebut sudah semakin mudah. Namun, persyaratan tersebut hanya berlaku untuk warga daerah yang memiliki kartu tanda penduduk (KTP) asli daerah yang ditinggali, sedangkan untuk warga pendatang hal tersebut sangat tidak memungkinkan karena harus membuat KTP baru untuk mengurus perpanjangan atau pembuatan SIM tersebut. akhirnya program pembuatan SIM secara Online menjadi solusi atas permasalahan tersebut sehingga dapat mempermudah birokrasi dalam pembuatan maupun perpanjangan SIM. Dalam penelitian ini peneliti ingin mengemukakan gambaran mengenai proses dan faktor penghambat dalam penerapan program SIM Online yang dilaksanakan di Polresta Bandar Lampung. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif. Adapun teknik pengumpulan data yang digunakan dalam penelitian ini yaitu dengan wawancara, dokumentasi dan observasi. Teknik analisis data menggunakan teknik reduksi data dan teknik keabsahan data menggunakan teknik triangulasi. Hasil penelitian menggambarkan tahapan pelaksanaan program SIM Online mulai dari sosialisasi dari pihak Polri kepada masyarakat, pendaftaran, proses ujian SIM hingga SIM tersebut selesai dicetak. Dalam pelaksanaannya, masih terdapat beberapa kendala yang mempengaruhi efektivitas program tersebut seperti masyarakat yang belum mengetahui adanya program SIM Online tersebut meliputi jaringan yang digunakan untuk mengakses server Kemendagri yang belum memadai serta kurangnya data pemohon SIM pada server Kemendagri. Kesiapan aparat pelaksana serta sosialisasi yang konsisten juga diperlukan untuk memberikan pengetahuan kepada masyarakat terutama warga pendatang mengenai program SIM Online tersebut. Kata Kunci : Implementasi, SIM Online, Polresta Bandar Lampung. Driving License (SIM) is one of the administrative records that must be owned by motorists both two wheels and four wheels. Requirements necessary to obtain a driving license has been getting easier. However, these requirements apply only to residents of the area who have identity card (KTP) native to the area inhabited, while for the immigrant population that is not possible because it must create a new ID card to take care of the renewal or driver's license. Finally, the Online driving license is a solution to these problems so as to simplify the bureaucracy in the making or a driving license renewal. In this study, researchers wish to put a picture of the processes and inhibiting factors the adoption of SIM Online program implemented in Bandar Lampung Police. The method used in this research is descriptive method with qualitative approach. The data collection techniques used in this research is by interview, documentation and observation. Data were analyzed using data reduction techniques and technical validity of the data using triangulation techniques. The results of the research phase of the program describe the SIM Online start from socialization from the Police to the public, registration, driver's license exam to the SIM process is finished printing. In practice, there are still some constraints affecting the effectiveness of the program as people who do not know of any SIM Online include network used to access the server Ministry of Internal Affairs is not adequate and lack of data on the applicant's driver's license on the server Ministry of Internal Affairs. The readiness of the implementing agency in terms and consistent socialization is also necessary to provide knowledge to the community, especially migrant citizen about the Online SIM program.
