Abstract

ABSTRAK Penelitian ini bertujuan untuk membuktikan secara empiris pengaruh PAD, DAU dan DAK terhadap Indeks Pembangunan Manusia (IPM) dengan Pengalokasian Anggaran Belanja Modal (PABM) sebagai variabel intervening. Sampel dalam penelitian ini terdiri dari 12 kabupaten dan 2 kota dari 15 kabupaten/kota yang ada di Provinsi Lampung selama periode 2010-2014, yang diperoleh dari Direktorat Jendral Perimbangan Keuangan (DJPK) dan Badan Pusat Statistik (BPS). Analisis yang digunakan adalah regresi linier dengan dua model persamaan. Model pertama menguji pengaruh PAD, DAU dan DAK terhadap PABM, sedangkan model kedua menguji pengaruh PABM terhadap IPM. Hasil uji statistik dari model pertama menunjukkan bahwa PAD, DAU dan DAK positif mempengaruhi PABM. Hasil uji statistik dari model kedua menunjukkan bahwa PABM positif mempengaruhi IPM. Nilai R square dalam penelitian ini untuk model pertama sebesar 82,39 % dan 97,58 % untuk model kedua. Urut Abjad : Pendapatan Asli Daerah, Dana Alokasi Umum, Dana Alokasi Khusus, Indeks Pembangunan Manusia ABSTRACT This study aims to demonstrate empirically the effect of PAD, DAU and DAK to the Human Development Index (HDI) to the Capital Expenditure Budget Allocation (PABM) as an intervening variable. The sample in this study consisted of 12 districts and 2 cities of the 15 districts / cities in Lampung Province during the period 2010-2014, obtained from the Directorate General of Fiscal Balance (DJPK) and the Central Statistics Agency (BPS). The analysis used linear regression equation with two models. The first model to test the effect of PAD, DAU and DAK against PABM, while the second model to test the effect PABM IPM. Statistical test results of the first model shows that the PAD, DAU and DAK positively affect PABM. Statistical test results of the second model shows that PABM positively affect the HDI.
