Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Masalah yang dihadapi Negara padat penduduk kemiskinan dan kawasan kumuh. Salah satu kebijakan Indonesia untuk merespon masalah ini yaitu adanya Penataan Lingkungan Permukiman Berbasis Komunitas (PLPBK). Tidak seimbangnya pertumbuhan penduduk dengan ketersediaan lahan merupakan faktor penyebab dari perumahan kumuh dan permukiman kumuh, seperti yang terjadi di Kota Bandar Lampung. Rumusan masalah penelitian ini adalah Apakah ada Pengaruh Implementasi Peraturan Menteri Pekerjaan Umum Perumahan Rakyat No.02/PRT/M/2016 Terhadap Kualitas Peningkatan Lingkungan Berbasis Komunitas di Kelurahan Sukamenanti Baru? Metode penelitian yang digunakan adalah kuantitatif. Teknik pengumpulan data yaitu kuisioner dan dokumentasi. Teknik pengolahan data yaitu editing, tabulasi, koding dan interpretasi. Sedangkan teknik analisis data yang digunakan yaitu uji korelasi dan uji regresi dengan SPSS. Berdasarkan hasil penelitian ada pengaruh antara implementasi Peraturan Menteri Pekerjaan Umum dan Perumahaan Rakyat No.02/PRT/M/2016 terhadap Kualitas Peningkatan Lingkungan Permukiman Berbasis Komunitas di Sukamenanti Baru. Hasil penelitian didapat bahwa untuk variabel komunikasi kebijakan terdapat pengaruh 44%, diartikan untuk penyampaian sosialisasi kebijakan, manfaat dan transmisi yang dilakukan selama ini masih kurang maksimal diterima oleh masyarakat, yang bertolak belakang dengan hasil olahan data yang menunjukan untuk variabel prilaku birokrat berpengaruh 89%, seharusnya implementasi indikator yang ada di prilaku birokrat akan lebih maksimal jika didukung komunikasi yang baik. Berbeda pada variabel Struktur Birokasi dan Sumber Daya, variabel tersebut memiliki pengaruh 77,3% dan 73,4%, dua variebel tersebut meiliki pengaruh karena hal ini merupakan tentang prosedur dan kewenangan yang memang harus di lakukan oleh Dinas Pengairan dan Permukiman Provinsi Lampung dalam menjalankan program PLPBK, Sumber Daya berpengaruh karena program ini membutuhkan dukungan dana dan dukungan aparatur yang dibutuhkan dalam pelaksanaan program tersebut, apabila dikaitkan oleh Struktur Birokrasi Kebijakan, yang salah satu indikatornya kewenanagan, maka adanya kaitan antara Sumber Daya dan Struktur Birokrasi Kebijakan yaitu apabila kewenangan dalam pengelolaan dana sebagai salah satu indikator sumber daya disalahgunakan dalam penggunaannya, maka program tersebut tidak maksmimal pelaksanaannya. Unbalanced growth with the availability of land is one of the causes of the shantytowns and slums, as happened in the city of Bandar Lampung. The population growth is very rapid and disproportionate to the availability of existing land. The problem of this study is are there Effect of Implementation Regulation of the Minister of Public Works of Housing No. 02/PRT/M/2016 Toward Improving the Quality Peningkatan Lingkungan Permukiman Berbasis Komunitas in Sukamenanti Baru District of Kedaton Bandar Lampung? This method using quantitative methods. Data collection techniques used questionnaires, documentation, and interviews Data processing techniques, namely editing, tabulation, coding and interpretation. Data analysis technique used is correlation, regression tests, and SPSS. Based on the results of the study explained that looks no influence between the implementation of the Regulation of the Minister of Public Works and Housing People No. 02/PRT/ M / 2016 on Quality Improvement Policy Slum Housing and Slum in New Sukamenanti District of Kedaton Bandar Lampung. Results of research found that for variable policy communication there are significant at 44%, which means that for the delivery of policy dissemination, benefits and transmission are carried out for this is still less than the maximum accepted by society, it is contrary to the processed data showing that for bureaucrats behavioral variables affect 89%, should the implementation of existing indicators in the behavior of bureaucrats will be maximized if it is supported by a factor of good communication. In contrast to the variable structure of bureaucracy and Resource Development, the variable is considered to have the effect of 77.3% and 73.4%., The two variebel meiliki influence because it is about the procedure and the authority that had to be done by the Department of Public Works in the Lampung Province run the program Resources Development influential in this activity because the program requires financial support and support personnel are needed in the implementation of the program, which when linked by Structure Bureaucracy Policy, which is one indicator is kewenanagan, then the link between Resource Development Bureaucratic Structure and Policy ie when authority in the management of funds as an indicator of development resources were being misused in use, the results of such programs did not maksmimal the implementation results.
