ABSTRAK Kesenjangan gender dalam kehidupan publik dan politik adalah salah satu tantangan global yang terus dihadapi oleh masyarakat dunia sampai saat ini. Kebutuhan akan sosok pemimpin perempuan di daerah kini menjadi pekerjaan yang sesegera mungkin harus dipecahkan. Partai politik pada akhirnya memegang peran yang cukup besar atas permasalahan tersebut diatas, seleksi dan pola kaderisasi yang baik oleh partai politik di harapkan mampu melahirkan sosoksosok pemimpin perempuan yang diharapkan. Berdasarkan hal tersebut tujuan dari penelitian ini adalah untuk mengetahui strategi Partai Keadilan Sejahtera dalam pengembangan kapasitas kader perempuan. Pendekatan penelitian ini menggunakan pendekatan kualitatif tipe deskriptif dengan teknik pengambilan data menggunakan wawancara, dokumentasi dan observasi. Pada penelitian ini dapat diketahui bahwa Partai Keadilan Sejatera sudah mempunyai strategi serta kebijakan dalam pengembangan kapasitas kader perempuan meskipun dalam pelaksanaannya peneliti melihat masih banyak kekurangan, seperti lemahnya kader perempuan dalam kecenderungan politik, Belum terlaksananya program kerja secara maksimal, kurang maksimalnya pengelolaan anggaran serta kurangnya peran masyarakat dalam partai. Saran yang diberikan adalah perlu diperkuatnya pemahaman kepada para kader perempuan tentang keterlibatan perempuan dalam partai dan mempererat hubungan baik antara kader dengan masyarakat guna merealisasikan program kerja sesuai amanah partai. Kata kunci : Strategi, Partai Politik, Pengembangan kapasitas. ABSTRACT The gender gap in public life and politics is one of the global challenges faced by the world community this day. The need for women leaders in this region is becoming a homework that need to be solved as soon as possible. Political parties ultimately plays a considerable role on the above issues, thus, the selection and regeneration patterns by the political parties are expected to raise the figures of women leaders. The purpose of this research is to determine the strategy of Partai Keadilan Sejahtera in the capacity building of women cadres. This research uses qualitative approach of descriptive type with data collection techniques gathered through interviews, documentation and observation. From this research, it is known that Partai Keadilan Sejahtera has already had its strategies and policies in developing the capacity of its female members, although in practice, the researcher encountered several shortcomings, such as: the weak tendency of women cadres in the political sphere, the uncompleted implementation of the work programs, the lack of budget management as well as lack of society support in the party. It is suggested that the government should strengthen an understanding to the women cadres of the important of women involvement in the party and also to strengthen the good relations between the cadres with the community to realize the work program in accordance with the party's mandate.
