Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Pulau pasaran memiliki potensi ekonomi yang tinggi dan dikenal sebagai salah satu wilayah penghasil ikan teri terbesar di Provinsi Lampung. Potensi tersebut belum terkelola dengan baik terutama dalam mengorganisasi para pengolah ikan. Penelitian ini bertujuan untuk memperoleh gambaran pemberdayaan masyarakat pesisir dan menganalisis kendala yang dihadapi dalam pemberdayaan masyarakat pesisir melalui pengembangan klaster ikan. Penelitian ini menggunakan tipe penelitian deskriptif kualitatif Hasil penelitian menunjukan bahwa pemberdayaan masyarakat melalui pengembangan klaster ikan di Pulau Pasaran belum maksimal karena tidak ada upaya yang bersifat pemeliharaan klaster ikan di Pulau Pasaran untuk selanjutnya. Adanya faktor yang menjadi kendala yaitu, sulitnya merubah pola pikir dan paradigma komunitas sasaran, Adanya keterbatasan dana, dan Tingkat pendidikan rendah Adapun yang menjadi saran dalam pemberdayaan masyarakat pesisir yaitu sosialisasi secara rutin, meningkatkan pelatihan, pendampingan dan pemberian motivasi kepada kelompok masyarakat, peningkatan alokasi anggaran, meningkatkan pengetahuan dan kemampuan masyarakat pesisir. Kata kunci : pemberdayaan masyarakat pesisir, pengembangan klaster ikan. abstract Pasaran island have the potential high economics and widely known also as one of the areas producer anchovies largest in the province of Lampung. The reality can’t managed well especially in organize the fish processing. Research purposes was how empowerment the coastal communities and obstacles faced in empowering the coastal communities through the development of cluster fish. This research using type research descriptive qualitative. The result of this research showed that empowerment the community through cluster development fish on the Pasaran Island not maximum because not the efforts that in the nature of cluster maintenance of fish on the Pasaran Island for later. The factors becomes an obstacle, the difficulty of change the paradigm think and a community objective, that the lack of funds, low education level. As for who became advice empowerment the coastal communities that is socialization routinely, increase training, assistance and the provision of motivation to community groups, increased allocations budget, improved knowledge and ability the coastal communities.
