Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Salah satu Pendapatan Asli Daerah Provinsi Lampung adalah Sumbangan Pihak Ketiga Kepada Daerah. Menurut Pasal 1 Angka (10) Peraturan Daerah Provinsi Lampung Nomor 14 Tahun 2014 tentang Penerimaan Sumbangan Pihak Ketiga Kepada Daerah, adalah pemberian sumbangan dari pihak ketiga kepada Pemerintah daerah secara suka rela yang tidak mengikat perolehannya baik berupa uang atau yang disamakan dengan uang maupun barang-barang, baik bergerak maupun tidak bergerak yang perolehannya tidak bertentangan dengan perundangundangan yang berlaku. Permasalahan penelitian: (1) Bagaimanakah kebijakan pemerintah daerah dalam mengoptimalkan sumbangan pihak ketiga? (2) Apakah faktor pendukung dan penghambat kebijakan pemerintah daerah dalam mengoptimalkan penerimaan sumbangan pihak ketiga di provinsi lampung ? Pendekatan masalah yang digunakan adalah yuridis normatif dan empiris. Jenis data yang digunakan adalah data primer dan data sekunder. Pengumpulan data dilakukan dengan studi pustaka dan studi lapangan dan selanjutnya dianalisis secara deskriptip kualitatif. Hasil penelitian menunjukkan: (1) kebijakan pemerintah daerah dalam mengoptimalkan penerimaan Sumbangan Pihak Ketiga di Provinsi Lampung adalah: melakukan sosialisasi secara intensif tentang Sumbangan Pihak Ketiga terhadap perusahaan-perusahaan yang beroperasi di Provinsi Lampung, melakukan berbagai upaya dalam rangka menggali Sumbangan Pihak Ketiga, melakukan koordinasi pelaksanaan penerimaan Sumbangan Pihak Ketiga oleh Satuan Kerja Perangkat Daerah, menyiapkan rumusan kerjasama, kesepahaman/kesepakatan bersama-sama Satuan Kerja Perangkat Daerah lain mitra kerjanya dan menghimpun laporan yang diterima dari Satuan Kerja Perangkat Daerah dan menyampaikan kepada Gubernur, dilakukan dengan mengacu pada tahapan siklus anggaran daerah dalam konteks otonomi daerah yang transparan dan terbuka (2) Faktor pendukung kebijakan pemerintah daerah dalam mengoptimalkan penerimaan Sumbangan Pihak Ketiga di Provinsi Lampung adalah adanya dasar hukum dan koordinasi dalam penerimaan Sumbangan Pihak Ketiga. Faktor penghambat kebijakan pemerintah daerah dalam mengoptimalkan penerimaan Sumbangan Pihak Ketiga di Provinsi Lampung adalah rendahnya pemahaman pimpinan perusahaan terhadap produk hukum daerah tentang Sumbangan Pihak Ketiga dan rendahnya kesadaran pimpinan perusahaan terhadap Sumbangan Pihak Ketiga. Kata Kunci: Kebijakan Pemerintah, Sumbangan Pihak Ketiga, Pendapatan Asli Daerah THE POLICY OF LAMPUNG PROVINCIAL GOVERNMENT IN OPTIMIZING THE ACCEPTANCE OF THIRD PARTY CONTRIBUTION One of the Own-Source Revenue of Lampung Province is the third party contribution to the region. In accordance with Article 1 Number (10) of Local Regulation of Lampung Province No. 14/2014 concerning the Acceptance of Third Party Contribution to the region, it is defined as the granting from donations the third party to the regional government voluntarily which does not bind its acquisition either in the form of money or equivalent with money or goods, whether movable or immovable whose acquisition is not contrary to the applicable legislation. The research problems are formulated as follows: (1) What is the policy of local government in optimizing third party contribution? (2) What are the supporting factors and obstacles of local government policy in optimizing the acceptance of third party contribution in Lampung province? The approaches used in this research were normative and empirical approaches. The data sources consisted of primary data and secondary data. The data collection technique was done through literature study and field study and being analyzed description qualitative. The results of the research showed that: (1) Among the policy of local government in optimizing the acceptance of third party contribution in Lampung Province were: to conduct intensive socialization of third party contribution to operating companies in Lampung Province, to make various efforts in order to explore the third party contribution, to coordinate the implementation of the acceptance of third party contributions by the Regional Device Work Unit, to prepare the formulation of cooperation, the understanding/agreement of the Regional Device Work Unit with other Regional Work Units and to collect reports received from the Regional Device Work Unit and submit them to the Governor, carried out by referring to the stages of the local budget cycle in the context of transparent and open regional autonomy (2) The supporting factors of local government policy in optimizing the acceptance of third party contribution in Lampung Province was the existence of legal basis and coordination in the acceptance of third party contribution. The inhibiting factors of local government policy in optimizing the acceptance of third party contribution in Lampung Province was the low understanding of the companies' leaders on local law product about third party contribution and the low awareness of the companies' leaders towards third party contribution.
