Kemacetan dan kekacauan lalu lintas merupakan masalah yang dihadapi daerah perkotaan, baik Kota besar maupun Kota berkembang tidak terkecuali Kota Bandar Lampung sebagai Ibukota Provinsi Lampung. Berkenaan dengan permasalan tersebut, maka penelitian ini ditujukan untuk mengetahui Kinerja Dinas Perhubungan Kota Bandar Lampung dalam Mengatasi Kemacetan. Tujuan dari penelitian ini adalah untuk mengetahui kinerja Dinas Perhubungan Kota Bandar Lampung menciptakan sistem transportasi kota yang baik dalam mengatasi kemacetan. Adapun metode penelitian ini yaitu metode penelitian deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa, Kinerja Dinas Perhubungan Kota Bandar Lampung dalam Mengatasi Kemacetan di Kota Bandar Lampung Tahun 2016 belum mampu mengatasi permasalahan tersebut. Adapun beberapa faktor yang mempengaruhi kinerja Dinas Perhubungan dalam mengatasi kemacetan seperti, kurangnya sumber daya manusia yang berlatar belakang pendidikan teknis perhubungan menyebabkan lemahnya kinerja Dinas Perhubungan Kota Bandar Lampung dalam mengatasi kemacetan, kurangnya kapasitas jalan yang tidak diimbangi dengan pertambahan jumlah kendaraan bermotor di Kota Bandar Lampung, setelah itu rendahnya kesadaran masyarakat akan penjagaan fasilitas umum lalu lintas dan kesadaran akan mematuhi peraturan lalu lintas dalam berkendara. Hal ini yang menjadi penyebab utama gagalnya setiap kebijakan yang telah diterapkan Dinas Perhubungan Kota Bandar Lampung dalam mengatasi kemacetan. PERFORMANCE DEPARTMENT TRANSPORTATION OF BANDAR LAMPUNG CITY TO OVERCOME TRAFFIC JAM IN 2016 Traffic jams and chaos is a problem faced by city area, both of big city or developing cities are no exception Bandar Lampung city as the capital city of Lampung Province. With this problem, the purpose this research is to know the performance of the Department Transportation of Bandar Lampung City in creating a good city transportation system to overcome traffic jams. The purpose of this study is to determine the Department Transportation of Bandar Lampung city to create a good city transportation system in overcoming the congestion. The method of this research is descriptive method with qualitative approach. The results of this research indicate that the performance of the Department of Transportation Bandar Lampung city in overcome chaos in the Bandar Lampung city in 2016 haven’t been able to solve these problems. As several factors that affect the performance of the Department Transportation in overcome traffic jams such as, the lack of human resources with the background of technical education of transportation caused by poor performance of Department Transportation of Bandar Lampung City in overcoming traffic jam, the lack of facilities that road capacity is not matched by increase number of motorbikes in Bandar Lampung, moreover society awareness maintaining of public traffic facilities and awareness to obeying traffic regulations in driving. This is the main caused failure of policy which has been implemented by Department Transportation of Bandar Lampung city overcoming traffic jam.
