Abstrak

ABSTRAK EVALUASI KINERJA DINAS TENAGA KERJA KOTA BANDAR LAMPUNG DALAM MEMINIMALISIR KECELAKAAN KERJA (Studi Pada Dinas Tenaga Kerja Kota Bandar Lampung ) Oleh NURUL ANNINDA HASAN Penelitian ini bertujuan memperoleh gambaran (deskripsi) tentang evaluasi kinerja Dinas Tenaga Kerja Kota Bandar Lampung dalam meminimalisir kecelakaan kerja yang di tinjau dari aspek standar dan sasaran kebijakan, kualitas pelayanan, kebutuhan masyarakat, pelaksanaan birokasi, dan kebijakan birokasi serta faktor penghambat dan pendorong. Penelitian ini menggunakan pendekatan kualitatif dengan tipe deskriptif. Teknik pengumpulan dilakukan melalui dokumentasi, observasi dan wawancara. Teknik analisis data menggunakan reduksi data, penyajian data, penarikan kesimpulan, dan untuk mencapai keabsahan data dilakukan dengan triangulasi data. Berdasarkan hasil penelitian diketahui bahwa kinerja Dinas Tenaga Kerja dalam melakukan pembinaan kesehatan dan keselamatan kerja di Kota Bandar Lampung sangat baik, Kendala-kendala yang dihadapi Dinas Tenaga Kerja Kota Bandar Lampung dalam melakukan pembinaan keselamatan dan kesehatan kerja di Kota Bandar Lampung yaitu masih terbatasnya sumber daya manusia (SDM) di dinas tersebut, serta banyaknya perusahan yang tidak mau diawasi menunjukan kecurigaan bahwa perusahaan tidak mengindahkan tata aturan keselamatan kerja yang dilakukan oleh dinas dan dapat menghambat capaian target dari Dinas Tenaga Kerja Kota Bandar Lampung. Saran yang disampaikan bahwa, sebaiknya Dinas Tenaga Kerja mengalokasikan dana khusus bagi kegiatan pembinaan keselamatan dan kesehatan kerja, dinas tenaga kerja harus menambah sumber daya manusia (SDM) dan bagi SDM yang sudah ada seharusnya melakukan pengaraha dalam rangka peningkatan dan pengembangan kapasitas SDM, pengawasan perlu di perketat terutama pada perusahaan yang memiliki resiko kecelakaan kerja tinggi, pemenuhan terhadap sarana dan prasarana perkantoran perlu diprioritaskan, seperti pengadaan kendaraan dinas dan alat pencegahan kecelakaan kerja, Dinas Tenaga Kerja perlu melakukan evaluasi kepada perusahaan. ABSTRACT THE EVALUATION OF PERFORMANCE OF WORK FORCE OFFICE IN BANDAR LAMPUNG IN MINIMIZING OCCUPATIONAL ACCIDENT (A Case Study in Work Force Office of Bandar Lampung) By NURUL ANNINDA HASAN This research aims to obtain a description about the evaluation of performance of Work Force Office in Bandar Lampung in minimizing occupational accident to be viewed from aspects of standard and target of policy, service quality, public need, bureaucracy exercise, bureaucracy policy; and its supporting and inhibiting factors. This research used qualitative descriptive approach. Data were collected with documentation, observation, and interview. Data were analyzed with data reduction, data presentation, and drawing conclusion. Data triangulation was conducted to obtain data validity. The results showed that the performance of Work Force Office of Bandar Lampung in educating occupational health and safety in Bandar Lampung was good. The inhibiting factors were limited human resource in the Work Force Office and many companies were not willing to be monitored which indicated suspicion that those companies did not obey the rules of occupational safety exerted by the Work Force Office. These factors inhibited targets of Work Force Office in Bandar Lampung. The recommendations that the Work Force Office should allocate special budget for occupational health and safety education, adding human resource, and the existing human resources should enhance and develop their capacity. Monitoring needs to be exercised more closely especially for those companies with high risk occupational accidents. Office structure and infrastructure providing should be prioritized, procuring official vehicles and equipment for preventing occupational accidents are necessary.
