Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Di Provinsi Lampung, Kabupaten Tulang Bawang merupakan salah satu daerah yang rentan terjadi konflik pertanahan. Salah satunya konflik pertanahan Perseroan Terbatas Bangun Nusa Indah Lampung (PT. BNIL) dengan masyarakat Serikat Tani Korban Gusuran BNIL (STKGB) yang sudah terjadi selama 26 tahun, dan kembali muncul tahun 2016 lalu. Berkenaan dengan permasalahan tersebut, maka penelitian ini ditujukan untuk mengetahui faktor penyebab konflik tanah, dampak akibat konflik, serta solusi pemerintah daerah dalam penyelesaian konflik. Adapun metode penelitian yang digunakan metode kualitatif deskriptif, jenis datanya data primer dan sekunder yang diperoleh dengan menggunakan metode wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan, konflik tanah yang terjadi disebabkan oleh faktor wanprestasi yaitu perusahaan tidak memberikan lahan plasma seluas 1.500 hektar kepada masyarakat Desa Bujuk Agung. Selain itu faktor adanya salah satu pihak yang dirugikan, sebab masyarakat merasa ditipu dan dirugikan oleh sikap perusahaan yang tidak transparan. Konflik ini telah menimbulkan dampak positif dan negatif. Dampak positif yaitu bertambahnya solidaritas in-group, membuat berbagai pihak menyadari ada banyak masalah. Dampak negatif yaitu kerugian secara materiil, korban jiwa, serta membawa dampak psikologis. Adapun resolusi konflik yang telah dilakukan Pemerintah Daerah Kabupaten Tulang Bawang yaitu negosiasi dan mediasi, namun kurang maksimal, sehingga belum ada titik temu. Solusi yang diberikan oleh pemerintah yaitu membentuk Tim Satuan Tugas (Satgas) diketahui memang sudah tepat, tetapi dalam praktiknya solusi tidak dilaksanakan secara maksimal, sehingga pada nyatanya konflik tetap tidak dapat terselesaikan, dan bisa menimbulkan masalah baru. Kata kunci: Konflik, faktor dan dampak konflik, solusi pemerintah daerah. CONFLICT RESOLUTION OF LIMITED COMPANY BANGUN NUSA INDAH LAMPUNG, (LC. BNIL) WITH THE EVICTION VICTIMS OF FARMERS SOCIETY STATE OF BNIL (EVFSS) IN TULANG BAWANG 2016 In the province of Lampung, Tulang Bawang regency is one of the areas that are vulnerable to occur defense conflicts. One of these conflicts of Nusa Indah Lampung (LC. BNIL) with the eviction Victims of Farmers Society State and BNIL (EVFSS) that has beein going on for 26 years, and reappeared 2016. With regard to these problems, therefore this study aimed to find out which factors cause conflict of land disputes, the impact and losses due to the conflict, material as well as local government solutions in conflict resolution. As for the research methods used, i.e. The qualitative descriptive method, type the primary and secondary data is data that was retrieved by using the method of interviewing, observation, and documentation. Then was analyzed, presented, and validated in order to become a scientific research. The results of the research showed that land disputes, conflicts occur was caused by tort factor i.e. The company did not give the land covering a plasm area of 1,500 hectares to the people of Desa Bujuk Agung village. Besides the factor of the existence of one party are harmed, because the society feel cheated and harmed by the attitude of the company that was not transparent. Impact due to land disputes conflicts occur covering, losses in material loss, loss of life, as well as the psychological impact on the society. As for the solution of the local Government of Tulang Bawang regency, namely facilitating peace efforts, in collaboration with various public institution was insufficient. The solution given by the local Government that is forming task force Team since it was known indeed suitable. but in practice, the solution is not implemented to its full potential, so that in fact the conflict still cannot be resolved, and perhaps can be problematic.
