Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Setiap anak perlu mendapatkan kesempatan untuk tumbuh dan berkembang secara optimal, baik fisik, mental maupun sosial. Menteri Negara Pemberdayaan Perempuan dan Perlindungan Anak mengeluarkan Peraturan Menteri No 8 Tahun 2014 Tentang Kebijakan Sekolah Ramah Anak, yaitu sekolah yang mampu menjamin dan memenuhi hak-hak anak untuk memberikan perlindungan terhadap anak dari tindak kekerasan di lingkungan pendidikan. Penelitian ini bertujuan untuk mengetahui bagaimanakah implementasi program Sekolah Ramah Anak di SDN 3 Panggungrejo Kabupaten Pringsewu dan faktor-faktor yang mempengaruhi program.Lembaga yang menjadi implementor program Sekolah Ramah Anak merupakan LSM lokal bernama Lembaga Pemerhati Anak dan Masyarakat (L-PAMAS). Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif serta menggunakan model implementasi dengan pendekatan bottom up yang dikemukakan oleh Richard Elmore.Berdasarkan penelitian yang telah dilakukan, implementasi program Sekolah Ramah Anak di SDN 3 Panggungrejo telah terlaksana cukupbaik. Dalam implementasi program ini, aktor-aktor utama yang terlibat antara lain L-PAMAS, SDN 3 Panggungrejo, Dinas Pendidikan dan Kebudayaan Kabupaten Pringsewu, pemerintah desa dan masyarakat desa Panggungrejo. Proses implementasi dan kegiatan pada program Sekolah Ramah Anak telah sejalan dengan tujuan kebijakan serta mengacu dan berpedoman pada Peraturan menteriPemberdayaan Perempuan dan Perlindungan Anak No 8 Tahun2014 Tentang Kebijakan Sekolah Ramah Anak. Kata Kunci: Implementasi program, Kebijakan publik, Sekolah Ramah Anak IMPLEMENTATION OF CHILD FRIENDLY SCHOOLSPROGRAMME IN TACKLING VIOLENCE IN CHILDREN (Studies in Pringsewu Regency SDN Panggungrejo 3) Every child needs to get a chance to grow and develop optimally, both physical, mental and social. State Minister for Women Empowerment and Child Friendly Issued Ministerial Regulation No. 8 2014 About Child Friendly School Policy, namely a school able to ensure and fulfill the rights of the child to provide protection of children from violence in education environments. This research aims to find out how is the Child Friendly Schools programme implementation in Pringsewu Regency SDN Panggungrejo 3 and the factors that affect the program. Institutions that become Child Friendly Schools programme implementor is a local NGO called Children and the Community Observer Agency (L-PAMAS). This research uses descriptive research methods with qualitative approachas well as using the implementation model with a bottom up approach advanced by Richard Elmore. Based on the research that has been done, the implementation of child friendly school programme at SDN Panggungrejo 3 has done good enough. In the implementation of this programme, the main actors involved, among others, L-PAMAS, SDN Panggungrejo 3, Department of education and culture of the Pringsewu, the village government and Panggungrejo village community. The process of implementation and activities on child friendly school programme was in line with the policy objectives as well as reference and are based on the regulations of the Minister for women’s empowerment and child protection No. 8 2014 About child friendly school policy.
