Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Program pengelolaan hutan berbasis masyarakat memberikan akses bagi masyarakat untuk berpartisipasi mengelola hutan negara, salah satunya dilakukan melalui pola tanam agroforestri di hutan desa. Pengelolaan agroforestri yang dilakukan masyarakat tidak terlepas dari peran dan dukungan berbagai pihak (stakeholder). Tujuan penelitian ini untuk mengetahui performa pengelolaan agroforestri pada lahan-lahan yang dikelola oleh masyarakat Desa Sumur Kumbang di wilayah Kesatuan Pengelolaan Hutan Lindung (KPHL) Rajabasa, serta peran stakeholder dalam pengelolaan tersebut. Pengumpulan data dilakukan melalui observasi dan wawancara. Hasil penelitian menunjukkan performa pengelolaan agroforestri di wilayah KPHL Rajabasa dalam performa sedang (produktivitas 84; keberlanjutan 167; keadilan manfaat 88; dan efisiensi 168). Performa tersebut sangat dipengaruhi oleh sistem pengelolaan hutannya, yaitu penguasaan lahan dan hasil hutan yang dikuasai secara individu, orientasi usaha agroforestri bersifat komersial dan struktur hutan merupakan agroforestri kompleks. Pengelolaan agroforestri yang dijalankan tersebut difasilitasi dan didukung oleh stakeholder terkait yang berkerjasama dalam membantu Lembaga Pengelola Hutan Desa (LPHD) Sumur Kumbang memperoleh izin hutan desa. Stakeholder tersebut yaitu KPHL Rajabasa, Dinas Kehutanan Kabupaten Lampung Selatan, LSM Wanacala, Kepala Desa Sumur Kumbang, Balai Pengelolaan Daerah Aliran Sungai Hutan Lindung (BPDAS HL) Way Seputih Way Sekampung, Dinas Kehutanan Provinsi Lampung, Dinas Tanaman Pangan Hortikultura dan Perkebunan Kabupaten Lampung Selatan, Komisi B Ekonomi dan Keuangan Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Lampung Selatan, Dinas Lingkungan Hidup Kabupaten Lampung Selatan dan Camat Kalianda. Oleh karena itu, KPHL Rajabasa serta stakeholder terkait harus mengembangkan kapasitas masyarakat dan menguatkan kelembagaan lokal secara terus menerus, sehingga hutannya dapat dikelola secara adil, bermanfaat dan berkelanjutan. ABSTRACT Community based forest management program provides access for the community to participate in managing state forests; one of which is done through agroforestry system in the village forest. Management of the agroforestri community perpetrated is inseparable from the role and support of the stakeholders. The purpose of this study is to know the performance of agroforestry management by community of Sumur Kumbang village in the Rajabasa protected forest management unit and role of the stakeholders in agroforestry management. The data collection was done by observation and interview. The results show the performance of agroforestry management belong to the moderate performance (productivity 84; sustainability 167; benefits fairness 88; and efficiencies 168). Performance is greatly influenced by the system of forest management, such as land tenure and forest products which were controlled individually, commercial agroforestry orientation and structure of the forest were a complex agroforestry. The Agroforestri management which do by community Sumur Kumbang is facilitated and supported by stakeholders related partners in helping manager institution village forest Sumur Kumbang to obtain the permission of village forest. These stakeholders are Rajabasa protected forest management unit, Lampung Regency South Forestry, non-governmental organizations Wanacala, head of the village Sumur Kumbang, Central Management of Watershed Protection Forest Way Seputih Way Sekampung, Forestry Office of Lampung Province, Department of Food Crops Horticulture and Plantation South Lampung regency, the Commission and the Economic and Financial Regional Representatives Council South Lampung District, the Environment Agency South Lampung regency and district head Kalianda. Therefore, Rajabasa protected forest management unit and relevant stakeholders should develop the capacity of community and strengthen local institutions continuously, so that the forest can be managed in a fair, useful and sustainable.
