Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Provinsi Lampung menempati posisi ke lima terbesar sebagai daerah pengirim TKI ke luar negeri, namun perlindungan terhadap TKI belum terlaksana dengan baik, hal ini dibuktikan dengan masih banyaknya TKI yang mengalami masalah. Oleh sebab itu, BP3TKI Lampung selaku instansi yang bertanggung jawab dalam penempatan dan perlindungan TKI memerlukan strategi dalam menangani TKIB. Penelitian ini bertujuan untuk mendeskripsikan implementasi dari strategi BP3TKI Lampung dalam mengelola TKIB serta kendala-kendala yang dihadapi. Metode penelitian yang digunakan adalah tipe penelitian deskriptif dengan pendekatan kualitatif. Hasil penelitian ini menunjukkan bahwa pada pengimplementasian strategi-strategi yang dimiliki oleh BP3TKI Lampung dalam mengelola TKIB sudah berjalan dengan cukup baik. Layanan pengaduan masalah TKI melalui crisis center, fasilitasi advokasi dan mediasi, pembinaan dan pemberdayaan TKI purna serta kerjasama dengan instansi terkait sudah cukup mampu dalam mengatasi permasalahan TKIB. Namun, perlindungan hukum bagi TKI masih perlu ditingkatkan terutama pada saat pra maupun masa penempatan. Adapun kendala-kendala BP3TKI Lampung dalam pelaksanaan strategi, yaitu: (1) Kendala internal, seperti kurangnya Sumber Daya Manusia khususnya pada Seksi Perlindungan dan Pemberdayaan, belum terlihat adanya langkah proaktif dari BP3TKI Lampung untuk mengoptimalkan pendataan terhadap TKIB; serta belum optimalnya koordinasi dengan penegak hukum dalam menangani masalah yang dialami oleh TKIB. (2) Kendala eksternal, seperti belum adanya inisiatif dan keterbukaan untuk membahas dualisme kewenangan antara BP3TKI Lampung dengan Disnakertrans dan Dinsos Provinsi Lampung, serta rendahnya kepedulian masyarakat dalam mencegah adanya TKI ilegal. Kata Kunci: Implementasi Strategi, BP3TKI Lampung, dan TKIB THE IMPLEMENTATION OF THE STRATEGY OF THE ORGANIZATION OF THE PLACEMENT AND PROTECTION OF INDONESIAN WORKERS (BP3TKI LAMPUNG) IN MANAGING INDONESIAN WORKER WITH PROBLEM 2016 Lampung Province occupies the fifth largest rank as the sender of migrant workers, but the protection for Indonesian Workers not implemented good enough, this is proven by still many Indonesian Workers who have problems in employment. Therefore, BP3TKI Lampung requires some of stretagy to manage Indonesian Workers with problem (TKIB) as the organization which have an authority in placement and protection of Indonesian Workers. This research aims to describe the implementation of BP3TKI Lampung’s strategy in managing TKIB and the obstacles during its implementation. The type of research used in this research is descriptive research with qualitative approach. The result of this research showed that the implementation of those strategies by BP3TKI Lampung in managing TKIB had implemented good enough. The implementation of strategy such as, the service of receiving complaint issues from Indonesian Workers by crisis center, facilitating advocacy and mediation, empowering former of Indonesian Workers, and cooperation with related government institution, were capable enough to solve the problem of TKIB. However, the protection of law for Indonesian Workers still need to be enhanced, especially in pre and during the placement. The obstacles of BP3TKI Lampung on the implementation of the strategy are: (1) Internal obstacles, such as the lack of human resources especially in department of protection and empowering, there has been no proactive steps of BP3TKI Lampung to optimize logging of TKIB, and unoptimal coordination with law enforcement agencies in solving the problem of TKIB (2) External obstacles, such as there have been no initiatives to discuss about the dualism of authority between BP3TKI Lampung, Department of Labor and Transmigration of Lampung Province and Department of Social of Lampung Province, and the disregard attitude of the society in preventing illegal migration of Indonesian Workers.
