Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Penyelenggaraan Ujian Nasional Berbasis Komputer (UNBK) pertama kali diselenggarakan pada Tahun 2014 secara online dan terbatas di SMP Indonesia Singapura dan Indonesia Kuala Lumpur (SIKL). Dari berbagai SMA yang ada di Lampung Tengah yang mengikuti UNBK, hanya SMA Negeri 1 Seputih Banyak yang lolos uji verifikasi meskipun terdapat di daerah dengan kapasitas jaringan yang kurang memadai. Segi infrastruktur yang memadai sangat dituntut mulai dari kuantitas ruang yang digunakan, ketersediaan suplai tegangan listrik, sampai pada kebutuhan perangkat komputer yang diperlukan. Namun, kenyataannya yang terjadi di SMA Negeri 1 Seputih Banyak yaitu jaringan yang susah dan belum ideal karena ada di daerah, hal ini menyebabkan murid pada sesi ke-3 baru masuk ruang ujian pukul 21.00 dan selesai mengerjakan hampir pukul 24.00 itu pun soal yang dikerjakan lama dan hanya loading saja, listrik yang belum pasti, kesiapan mental siswa yang merasa takut dan tidak tenang karena UNBK ini baru pertama kali diselenggarakan di SMA Negeri 1 Seputih Banyak. Tujuan penelitian ini adalah untuk mendeskripsikan implementasi ujian nasional berbasis komputer atau computer based test (CBT) di SMA Negeri 1 Seputih Banyak.Metode yang digunakan dalam penelitian ini adalah deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dan dokumentasi. Hasil dan pembahasan terkait implementasi UNBK di SMA Negeri 1 Seputih Banyak yaitu dilihat dari model Edwards sebagian besar sudah dijalankan dengan baik, seperti komunikasi, sumber daya, disposisi dan struktur birokrasi. Namun, sistem komunikasi yang dilakukan Pemerintah Pusat yang masih kurang, khususnya dalam pemberian informasi. Saran penelitian pemerintah pusat seharusnya memberikan perwakilan dari pihak Pemerintah Pusat agar dapat berdiskusi secara langsung, selain itu pemerintah seharusnya mempertimbangkan kembali daerah-daerah yang akan melaksanakan UNBK dan bagi pihak sekolah penyelenggara UNBK diharapkan lebih meningkatkan sarana dan prasarana. Kata Kunci: Implementasi, Kebijakan, Ujian Nasional Berbasis Komputer IMPLEMENTATION of the NATIONAL EXAM of COMPUTER-BASED or COMPUTER BASED TEST (CBT) in SENIOR HIGH SCHOOL 1 of SEPUTIH BANYAK LAMPUNG TENGAH The Organization of a national computer-based Exams (UNBK) was first held in 2014 online and limited in Singapore and Indonesia JUNIOR Indonesia Kuala Lumpur (SIKL). From various HIGH SCHOOL that existed in Central Lampung that follow UNBK, only Senior High School 1 of Seputih Banyak passes the verification test although there are in an area with less adequate network capacity. In terms of adequate infrastructure is very required ranging from quantity of usable space, availability of supply voltage to the device needs the computer as needed. However, the fact that occur in Senior High School 1 of Seputih Banyak is networks that are difficult and yet ideal as there are in the area, this causes the pupil on the 3rd session recently entered the test room at 21.00 and completed work on almost at midnight were a matter undertaken long and just loading it, electricity has not yet been identified, the mental readiness of students who feel fearful and uneasy because this UNBK first held at Senior High School 1 of Seputih Banyak. The purpose of this study was to describe the implementation of the national exam of computer-based or computer based test (CBT) in Senior High School 1 of Seputih Banyak. The methods used in this research is descriptive qualitative approach. Data collection techniques used are observation, interview, and documentation. Results and discussion of related implementation UNBK in Senior High School 1 of Seputih Banyak that is visible from most of the Edwards model is already running, such as communication, resources, disposition and bureaucratic structure. However, the communication system do the Central Government which is still lacking, in particular in the granting of information. Research advice the Central Government should give representatives of the Central Government to be able to discuss directly, other than that the Government should reconsider the areas which will implement UNBK and on behalf of the school organizers UNBK is expected to further improve facilities and infrastructure.
