Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Kebijakan tol laut Panjang merupakan produk kebijakan publik sebagai pengejawantahan Nawacita Presiden Jokowi berupa konektivitas laut secara efektif dengan kapal yang berlayar secara rutin dan terjadwal. Tujuan kebijakan tol laut untuk menekan disparitas harga dan kepadatan lalu lintas. Tujuan penelitian ini adalah untuk mengetahui dampak kebijakan tol laut pelabuhan panjang terhadap aspek sosial ekonomi dan kepadatan lalu lintas. Tipe penelitian ini adalah deskriptif dengan pendekatan kualitatif. Lokasi penelitian berada di Pelabuhan Panjang kecamatan Panjang kota Bandar Lampung yang dilaksanakan pada April – Mei 2017 dengan teknik purposive sampling dan insidental sampling. Penelitian ini menggunakan teknik pengumpulan data: wawancara, observasi, studi pustaka dan dokumentasi. Bentuk analisis kebijakan yang digunakan yaitu retrospektif dengan pendekatan ex-ante dan ex-post. Hasil dari penelitian ini adalah pada aspek sosial ekonomi yaitu (1) hadirnya tol laut Panjang – Tanjung Priok membuat masyarakat yang ingin melakukan penyebrangan ke Jakarta mendapatkan perasaan aman dan nyaman serta menghemat biaya pengeluaran contohnya BBM dan spare part mesin , (2) tingkat pendapatan pedagang sekitar pelabuhan panjang meningkat dua kali lipat atau sebesar 100%. Pada aspek kepadatan lalu lintas yaitu (1) tol laut Panjang berhasil menurunkan tingkat kepadatan lalu lintas tengah dan lintas timur arah Bakauheni sebesar 0,73%. (2) kondisi lalu lintas di sekitar pelabuhan bertambah ramai dengan volume kendaraan arus lalu lintas harian sebesar 7268,5 SMP (3) terjadi kerusakan jalan di dalam pelabuhan Panjang. Kata kunci : Kebijakan Tol laut, Dampak , Aspek sosial ekonomi, Aspek kepadatan lalu lintas. THE POLICY ANALYSIS OF MARINE TOLL IN PANJANG PORT LAMPUNG The policy of marine toll in Panjang Port is the product of public policy as the manifestation of Nawacita from President Jokowi that formed to effective marine connectivity with sailing ship regularly and scheduled. The purpose of the marine toll policy are to depress price of disparity and traffic density. The purpose of this study is to find out and discover about the impact of marine toll policy in Panjang Port against the aspect of social economic and traffic density. The type of this study is descriptive with qualitative approach. The location of this study was take place in Panjang Port, Panjang District, Bandar Lampung city that has been done in April – May 2017 with using purposive sampling and insidental sampling technique. This study also using data collection with deep interview, observation, literature review, and documentation. The form of policy analysis that used in this study is using retrospective with ex-ante and ex-post approach. The result of this study in social economic aspects shown that (1) the presence of Panjang marine toll makes people want to cross to Jakarta with safe and comfortable and also save the cost as example for fuel and spare part machine, (2) the level of merchant income surrounding the port increase twice or the profit reached 100%. In traffic density shown that (1) Panjang marine toll successed to decrease the level of traffic density in central and cross east Bakauheni in 0,73%, (2) the condition of traffic surround the port was getting crowded with daily vehicle volume in amount to 7268,5 SMP, (3) there was damaged occurred inside Panjang Port.
