Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Pemberdayaan masyarakat diterapkan kepada sekelompok masyarakat yang lemah agar menjadi kuat. Pemberdayaan masyarakat juga diterapkan kepada masyarakat hutan yang menggantungkan kehidupannya pada ekosistem hutan. Sehingga pemerintah membuat sebuah kebijakan yang pemanfaatan utamanya untuk memberdayakan masyarakat sekitar hutan yaitu kebijakan Hutan Kemasyarakatan (HKm). Namun dalam kebijakan HKm khususnya di Kabupaten Lampung tengah masih ditemukan masalah terkait proses pemberdayaan kelompok HKm. Sehingga peneliti membuat sebuah penelitian yang bertujuan untuk menganalisis proses pemberdayaan masyarakat melalui kebijakan HKm pada kelompok Karya Bersama di Kampung Marga Jaya Kecamatan Selagai Lingga Kabupaten Lampung Tengah dan kendala yang dihadapi kelompok HKm dalam mengikuti program HKm. Penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Penelitian ini menggunakan metode pengumpulan data melalui wawancara, dokumentasi dan observasi. Hasil yang diperoleh pada proses pemberdayaan masyarakat melalui kebijakan HKm ini dinilai sudah baik dilakukan, yaitu dalam mengidentifikasi permasalahan, potensi dan peluang, membuat rencana kegiatan, menerapkan rencana kegiatan. Tetapi dalam memantau proses dan hasil kegiatan dinilai masih kurang baik karena baik pemerintah maupun kelompok HKm belum bisa memberikan laporan pemantauan hasil kegiatan di kawasan register. Adapun kendala kelompok HKm dalam mengikuti program HKm yaitu lemahnya kapasitas kelembagaan kelompok dan belum adanya fasilitasi dari pihak lain seperti LSM dan BUMS. Untuk itu dibutuhkan pelatihan dari pemerintah kepada kelompok HKm terkait kelembagaan, serta mengimbau kepada pihak lain untuk berpartisipasi dalam pendampingan dan fasilitasi kepada kelompok HKm. Kata Kunci : Pemberdayaan, Pemberdayaan Masyarakat, Kebijakan Hutan Kemsyarakatan COMMUNITY EMPOWERMENT THROUGH THE POLICY OF COMMUNITY FOREST TO CREATE WELFARE (A Case Study on HKm Group of Karya Bersama in Kampung Marga Jaya Kecamatan Selagai Lingga Kabupaten Lampung Tengah) Community empowerment is applied to a group of weak communities in order to strengthen them. Community empowerment is also applied to forest communities whose livelihood rely on the forest ecosystems. Therefore, the government created a policy aims primarily to empower the community around the forest called the policy of Community Forest (HKm). However, in the implementation of HKm policy, especially in Lampung Tengah, there were still problems encountered related to the empowerment process of HKm group. Thus, the researcher conducted a research that aims to analyze the process of community empowerment through HKm policy at Karya Bersama group in Kampung Marga Jaya Kecamatan Selagai Lingga Kabupaten Lampung Tengah, and also to find out the inhibiting factors faced by HKm group. This research is a descriptive research with qualitative approach. The data collection method was carried out through interview, documentation and observation. The results showed that the process of community empowerment through HKm policy has been considered well done, particularly in identifying problems, potentials and opportunities, creating activity plans, and implementing the activity plans. Conversely, the monitoring process and the results of the activity have been considered as less maximum because both the government and the HKm group has not been able to provide monitoring reports on the results of activities in the register region. The inhibiting factors encountered by HKm group in following the HKm program, included: the weak institutional capacity of the group and the lack of facilitation from other parties such as NGOs and BUMS (Indonesian private owned enterprise). This requires training from the government to the HKm group related institutional matters and also it is expected that other parties assist in counselling and facilitation to the HKm group.
