Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Program Bantuan Stimulan Perumahan Swadaya (BSPS) adalah fasilitasi pemerintah berupa bantuan dana yang diberikan kepada Masyarakat Berpenghasilan Rendah (MBR) untuk membantu pelaksanaan pembangunan rumah atau perumahan yang layak dalam lingkungan yang sehat dan aman secara swadaya. Tujuan penelitian ini untuk mendeskripsikan dan menganalisis komparasi partisipasi masyarakat dan faktor-faktor yang mempengaruhi partisipasi masyarakat. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara, observasidan dokumentasi. Hasil penelitian menunjukkan bahwa pada tahap pelaksanaan program BSPS partisipasi masyarakat di Kelurahan Way Halim Permai dinilai kurang partisipastif sedangkan di Kelurahan Gunung Sulah partisipasi masyarakat dinilai lebih aktif. Faktor pendorong yang mempengaruhi partisipasi masyarakat di Kelurahan Way Halim Permai yaitu sosialisasi sedangkan di Kelurahan Gunung Sulah adalah akses informasi, keahlian dan keterampilan serta sosialisasi dan rangsangan dari berbagai pihak. Faktor penghambat partisipasi masyarakat di Kelurahan Way Halim Permai yaitu: keterbatasan swadaya masyarakat, rendahnya tingkat kesadaran masyarakat, lemahnya pemahaman masyarakat dan kesibukan masyarakatsedangkan faktor penghambat partisipasi masyarakat di Kelurahan Gunung sulah yaitu:keterbatasan dana dan keterbatasan waktu.Saran penelitian, perlu adanya program pinjaman Dana dari pemerintah sebagai kebijakan khusus demi terlaksananya program BSPS, melakukan pendekatan personal kepada masyarakat serta sebaiknya pemerintah menambahkan designdalam program ini untuk menjangkau masyarakat yang sulit diajak berpartisipasi Kata Kunci: Partisipasi Masyarakat, Program Bantuan Stimulan Perumahan Swadaya, Masyarakat Berpenghasilan Rendah COMMUNITY PARTICIPATION IN THE SELF-HELP HOUSING STIMULUS SUPPORT PROGRAM (BSPS) (Comparative Study in Way Halim Permai and Gunung Sulah village, District of Way Halim, Bandar Lampung City) The Self-Supported Housing Stimulus Support Program (BSPS) is a government facilitation in the form of financial assistance provided to the Low Income Community (MBR) to assist in the implementation of the construction of adequate housing and housing in a safe and healthy environment independently. The purpose of this study is to describe and analyze the comparative participation of the community and the factors that influence community participation. The method used in this research is qualitative approach. Data collection techniques used were interviews, observation and documentation. The result of the research shows that in the implementation phase of BSPS program, community participation in Way Halim Permai Village is considered less participative while in KelurahanGunungSulah community participation is considered more active. The driving factors affecting community participation in Way Halim Permai Village are socialization, while in GunungSulah urban village is access to information, skill and skill as well as socialization and stimulation from various parties. Inhibiting factors of community participation in Way Halim Permai urban village are limited people's awareness, low level of public awareness, weak understanding of society and community's busyness, while the inhibiting factors of community participation in GunungSulah urban areas are limited funds and time constraints. Suggestion of research, the need of Government fund loan program as a special policy for the implementation of the program BSPS, personal approach to the community and the government should add design in this program to reach people who are difficult to participate.
