Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Program Asuransi Usaha Tani Padi bertujuan untuk mensukseskan SWASEMBADA PANGAN di bidang petani padi. Selain itu program ini juga bertujuan untuk melindungi para petani padi akibat perubahan iklim yang tidak menentu. Kendati demikian ada aksen lain yang muncul yaitu komunikasi dalam implementasi program asuransi usaha tani padi Provinsi Lampung belum tersalurkan dengan baik, sehingga para petani belum sepenuhnya mengetahui program ini. Selain itu sumbedaya belum memenuhi kapasitas untuk menunjang keberlangsungan program Asuransi Usaha Tani Padi, sehingga informasi tentang adanya program Asurnasi ini belum tersalurkan dengan menyeluruh. Tujuan penelitian ini untuk menghasilkan gambaran faktor yang menyebabkan permasalahan Program Asuransi Usaha Tani Padi di Provinsi Lampung. Tipe penelitian deskriptif dengan pendekatan kualitatif. Data pada penelitian ini terdiri dari data primer dan sekunder, dikumpulkan atau diperoleh melalui dokumentasi dan wawancara kepada sumber informasi (Informan) di lapangan yang memiliki kompetensi dengan masalah penelitian. Data kemudian dikelola dan dianalisa secara deskriptif kualitatif melalui langkah-langkah reduksi data, penyajian data dan penarikan kesimpulan. Berdasarkan hasil penelitian terdapat temuan kuantitas tenaga marketing yang kurang sehingga analisis data maka dapat disimpulkan bahwa implementasi program Asuransi Usaha Tani Padi Provinsi Lampung saat ini belum berjalan dengan baik. Atas dasar kesimpulan di atas penulis menyarankan agar sumber daya manusia seperti kuantitas, kualitas dan pelatihan pada agen marketing PT. Asuransi Jasa Indonesia (PERSERO) Cabang Lampung Kata Kunci: Kebijakan Publik, Implementasi ABSTRACT Rice Farming Insurance Programaims to help self-sufficient food in the field of rice farmers. In addition this programs is also intended to protect the rice farmers due to climate change erratic. However there are other accent that appears in the implementation of the communication rice farming insurance program have not expressed both in LampungProvince , so that farmers are not fully aware of the program .Besides that, resources has not compliedthe capacity to support the sustainability ofRiceFarmingInsuranceProgram, so information about insurance program has expressed thorough. The purpose of this research to produce the causesthe problems of ricefarming insurance programin Province Lampung. Type of this research is descriptive with a qualitative approach. Data on this research it consistsof primary and secondary data, collected or obtained through by documentation and interview to a source of information (informants) in the field wich is having competence to the issue of research. Then this data in managed and analysed in descriptive qualitative through by measures reduction data, presentation of data and the with drawal of conclusion. Based on this analysis can be concluded that Rice Farming Insurance Progrem of Province Lampung now has not running good enough. On the basis of conclusion in upon an author suggested that human resources like quantity, quality and training at the agent marketing PT insurance service Indonesia (PERSERO) Branches Lampung.
