Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Bisnis usaha waralaba di Kota Metro sudah sangat menjamur, mulai dari toko swalayan, rumah makan dan jenis usaha waralaba lainya. Pedagang kecil di wilayah pelosok Kota Metro semakin susah untuk mengembangkan usahanya, hal ini karena usaha waralaba semakin menguasi pelosok Kota Metro. Lantaran menjamurnya usaha waralaba tersebut, tidak menutup kemungkinan pedagang kecil di Kota Metro tidak dapat menjalankan lagi usahanya. Dalam rumusan masalah pada penelitian ini adalah Bagaimana orientasi pengaturan waralaba di wilayah Pemerintah Kota Metro dan Bagaimana implementasi kebijakan perizinan waralaba di wilayah di Pemerintah Kota Metro. Pendekatan masalah yang digunakan adalah pendekatan secara yuridis normatif dan yuridis empiris. Pengumpulan data dilakukan dengan studi kepustakaan dan studi lapangan, selanjutnya data dianalisis secara kualitatif. Hasil penelitian dan pembahasan menunjukan bahwa realitas yang menjadi dasar perlunya kebijakan atas perizinan pendirian tempat usaha waralaba dikarenakan perkembangan liberalisasi perdagangan tersebut memungkinkan terjadinya persaingan bebas antara pelaku usaha kecil dan pengusaha yang bermodal besar, yang mana apabila kondisi ini dibiarkan, UMKM pada akhirnya akan bangkrut. Oleh karena itu, perlu kiranya diciptakan iklim investasi domestik yang kondusif dalam upaya penguatan perdagangan berskala kecil di dalam negeri agar UMKM dapat menjadi penyangga ekonomi nasional. Saran dalam penelitian ini adalah: Terlalu panjangnya birokrasi yang harus dilalui mengenai permohonan perizinan ini sebagai salah satu faktor yang mempengaruhi maka dari itu terkait mekanisme permohonan perizinan setidaknya dipermudah agar izin tempat usaha waralaba yang ada di Kota Metro dapat mendapatkan izin dan juga yang tidak kalah penting adalah perlu adanya pengaturan dari pemerintah Kota Metro terhadap waralaba. Kata Kunci : Perizinan, Tempat Usaha, Waralaba FRANCHISE ESTABLISHMENT PERMIT BY LOCAL GOVERNMENT IN METRO CITY Franchise business in Metro City has been thriving, starting from conveniece store, restaurant and any other kind of Franchise. Small business owners in Metro’s sub-district been progressively getting more squeezed, this problem is caused by Franchise domination at any corner of Metro City. Because of the rapid growth itself, it does not conclude the possibility of going out of business. As the problems in this research are fomulated in the following : “How is the orientation of Franchise Regulations under local government in Metro City?” “How is the implementation of Franchise Agreement Registration in Metro City?” The approach methods regarding of the issues used here are Juridicial, Empirical and Normative Approach. The data collecting progress was conducted by theoritical study and social field study, followed by analyzing the data qualitatively. The results and discussions in the research shows that in the reality, it became the base of the need of concerning Franchise Regulations regarding the growth of trading liberalization itself, it may potentially causing unrestrained competition between small businesses and corporates, if this conditon was left that way, it could make UMKM ( Usaha Menengah, Kecil dan Mikro ) go bankcrupt. Therefore, it is such an obligatory to create a condusive domestic investment scene as an attempt to amplify local small businesses as national economy support. This reseach suggests : Awfully long progress of birocration that have to be go through regarding of the permit application is one of the factors that have effect so related to the permit application mechanism, the progress should be way more convenient so Franchisee get the permit and adding more human resources to manage and observe by the local government is not less important.
