Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Pasal 27 ayat 2 Undang-Undang Dasar 1945 menjelaskan bahwa setiap warga Negara berhak atas pekerjaan dan penghidupan yang layak bagi kemanusiaan. Penyandang disabilitas sebagai bagian dari warga Negara Indonesia yang berhak memperoleh kedudukan, peran yang sama dan memiliki hak untuk kehidupan yang layak. Namun pada kenyataannya, keberadaan penyandang disabilitas disamakan dengan orang sakit, tidak mendapat hak dan kesempatan yang sama seperti warga masyarakat lainnya bahkan kurang mendapatkan hidup yang layak. Oleh karena itu, pemerintah dalam hal ini Dinas Sosial berperan sebagai salah satu unsure perangkat daerah yang memiliki lingkup tugas untuk memberdayakan penyandang disabilitas. Tujuan penelitian ini untuk mengetahui peran Dinas Sosial Kota Metro dalam pemberdayaan penyandang disabilitas. Penelitian ini menggunakan tipe penelitian deskriptif kualitatif dan berfokus pada teori peran dari Jim Ife, yaitu peran fasilitatif, peran edukatif, peran representasional dan peran teknis sebagai tolak ukur. Teknik pengumpulan data berupa teknik wawancara, studi pustaka, observasi dan dokumentasi. Teknik triangulasi data sumber digunakan sebagai teknik keabsahan data. Hasil penelitian ini menunjukan bahwa peran Dinas Sosial Kota Metro dalam pemberdayaan penyandang disabilitas meliputi peran fasilitatif, peran edukatif, peran representative dan peran teknis telah berperan cukup baik namun belum secara maksimal. Hal ini ditandai dengan pelatihan dan bantuan sosial yang diberikan belum merata, masih banyak penyandang disabilitas yang belum merasakan. Sehingga perlu dilakukan evaluasi terhadap peran Dinas Sosial Kota Metro dalam pemberdayaan penyandang disabilitas. Kata kunci : Peran, Pemberdayaan, PenyandangDisabilitas. abstarct Article 27 paragraph 2 of the Constitution 1945 explains that every citizen has the right to a job and a decent livelihood for humanity. Persons with disability as part of an Indonesia citizen has the right to obtain the same positions and have the right to a decent life. But in fact the presence of persons with disability is equated with sick people did not receive the same rights and opportunities as other citizens do not even get a decent life. Therefore the Government in this role as one of the elements of the device area which has the scope of the duty to empower persons with disability.The purpose of this research is to know the role of Metro City Social Service in the empowerment of persons with disability. This research uses qualitative and descriptive research type and focuses on the role of the theory of roles, namely the role of the facilitative role of educational and technical role as representative benchmark. Data collection techniques is interview techniques of observation and documentation. The technique of triangulation data sources were used as engineering the validity of data.The results of this study indicate that the role of metro city Social Service in the empowerment of persons with disability include the role of the facilitator, role of education representative and technical has performed well but not to it is full potential. It is characterized by training and social assistance provided has not been equitable there are still many people with disability who have yet to feel the training and social assistance. So there has to be an evaluation for the role of Social Service Metro City in the empowerment of persons with disability. Keyword : Role, Empowerment, Persons with Disabilities.
