Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Program Home Care adalah sebuah program yang dibentuk oleh Bupati Pesawaran untuk meningkatkan, mempertahankan, atau memulihkan kesehatan atau memaksimalkan tingkat kemandirian dan meminimalkan akibat dari penyakit. Program Home Care menjadi program unggulan karena di Provinsi Lampung hanya terdapat di Kabupaten Pesawaran. Penelitian ini dilakukan untuk menganalisis dan mengevaluasi hasil program Home Care serta menganalisis faktor-faktor penghambat dalam program Home Care tersebut. Dalam mengevaluasi program ini peneliti menggunakan teori evaluasi proses menurut Wirawan, serta beberapa teori penunjang lainnya. Jenis penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Penelitian ini dilakukan di Puskesmas Bernung, Puskesmas Kotadalam, dan Puskesmas Hanura di Kabupaten Pesawaran. Berdasarkan pada penelitian yang telah dilakukan maka dapat disimpulkan bahwa, program Home Care belum efektif dalam pelaksanaan selama ini. Hal ini karena tujuan dari meningkatkan kemandirian masyarakat untuk hidup sehat belum tercapai dan masih banyak yang belum terpenuhi kebutuhan kesehatannya. Kekurangan dari program ini terletak pada kekurangan sumber daya dalam hal jumlah petugas Home Care dan desa bertugas yang tidak sesuai, fasilitas peralatan dan kendaraan kesehatan kurang, dan juga anggaran. Oleh karena itu perlu adanya peningkatan dalam hal jumlah sumber daya yang ada baik dana anggaran, fasilitas, dan manusianya dalam program Home Care. Kata Kunci: Home Care, Evaluasi, Program, Kebijakan Publik abstarct Home Care program is a program set up by Regent Pesawaran to increase, maintain, or restore health or maximize the level of independence and minimizing the consequences of the disease. Home Care program became the prime program because in Lampung Regency Pesawaran only. This research was conducted to analyze and evaluate the results of the program as well as Home Care analyzes the factors restricting the Home Care program. In evaluating this program researchers using theory evaluation process according to some theories, as well as Wirawan supporting another. Type of this research is descriptive research with qualitative approach. This research was conducted in Community Health Center Bernung, Community Health Center Kotadalam, and Community Health Center Hanura. Based on the research that has been done then it can be inferred that, Home Care programs have not been effective in the implementation so far. This is because the purpose of increasing the self-reliance of the community to live healthy is not reached and there are still many who have not yet fulfilled the needs of health. The shortcomings of this program lies in the lack of resources in terms of the number of staff on duty and Home Care are not appropriate, on-site equipment and vehicles, and also less health budget. Therefore it is necessary to increase in terms of the amount of resources available both budget funds, facilities, and people in the Home Care program.
