Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Program car free night merupakan tantangan sebuah kota ntuk masyarakatnya menghabiskan waktu satu malam tanpa kendaraan bermotor, program ini menerapkan pelarangan melintas bagi kendaraan bermotor di beberapa ruas jalan tertentu di malam hari. Car free night bertujuan mengurangi angka kemacetan dengan menyediakan ruang publik terbuka yang lebih banyak bagi masyarakat. Penelitian ini bertujuan mensimulasikan pembebanan arus lalu lintas akibat pemilihan rute terkait penutupan Jl. Sriwijaya di Bandar Lampung dengan cara manajemen dan rekayasa lalu lintas, dan juga mengetahui dampak pengaruh car free night terhadap tingkat pelayanan jalan (LoS) ruas jalan di kawasan Enggal ditinjau dari arus lalu lintas dan nilai derajat kejenuhan (V/C Ratio). Dari hasil perhitungan dan analisa, dapat diketahui bahwa car free night tidak berdampak terhadap kinerja jaringan jalan di kawasan Enggal, hal ini terlihat dari hasil simulasi tingkat pelayanan di semua ruas jalan pada wilayah kajian memiliki nilai V/C Ratio < 0,75 karenanya tidak diperlukan skenario penanganan manajemen rekayasa lalu lintas. Rute alternatif yang dapat dipilih terkait penutupan Jl. Sriwijaya akibat car free night adalah: arus lalu lintas dari Jl. Diponegoro menuju Jl. Raden Intan dapat melewati Jl. Ahmad Yani – Jl. Let. Jend. Suprapto – Jl. S. Parman. Sedangkan untuk validasi 20% terhadap perbandingan kinerja ruas jalan perhitungan manual (MKJI) dan simulasi (Tranplan) di kawasan Enggal, hanya kinerja Jl. Majapahit saja yang memiliki selisih perbandingan arus lalu lintas mencapai 240,40%. Hal ini diakibatkan terdapat perbedaan persepsi antara kedua kondisi yang bersifat non teknis dan tidak terukur. Jika pada kondisi riil / aktual pengguna jalan lebih memilih Jl. Sriwijaya jika dibandingkan Jl. Majapahit demi alasan keamanan, kenyamanan dan kemudahan. Maka pada kondisi simulasi, program Tranplan lebih memilih Jl.Majapahit jika dibandingkan Jl. Sriwijaya karena jarak tempuh yang lebih pendek untuk menghubungkan perjalanan antar zona. Kata kunci : Car Free Night, Kinerja Ruas Jalan,Pembebanan Arus Lalu Lintas, Simulasi Car Free Night challenges a city to spend a whole night without turning the vehicles on at all, this kind of program applies the prohibition for vehicles to use certain roads at night. The goal of this car free night program is to reduce the risk of congestion by providing some available areas for public. The purpose of this study is to simulate assignment of traffic flows as the result of car free night route selection by applying management and traffic engineering as the solution. The purpose is also to calculate the car free night impact over the road network level of service at Enggal Region Bandar Lampung, considered from the traffic flow and Degree of Saturation (V/C Ratio) value. From this research and analysis, found that car free night didn’t provide the significant impact to traffic performance at Enggal Region, this is shown by the calculation of all road network level of service in the study area which are all of the V/C Ratio values below 0,75. This calculation means the handling scenarios of management and traffic engineering become unnecessary. The choice of trip assignment during the car free night is: traffic flow towards Jl. Diponegoro to Jl.Raden Intan may through Jl. Ahmad Yani continue to Jl. Let. Jend. Suprapto and Jl. S. Parman. Whereas for 20% validation between traffic performance comparison during manual calculation (MKJI) and simulation (Tranplan) at Enggal Region, the result shows only performance of Jl. Majapahit had 240,40% difference in traffic flow. This is caused by the differences in perception between two condition which are intangible. If the actual condition traveler prefer Jl. Sriwijaya to Jl. Majapahit for so many reasons like safety, comfort and convenience. Then the opposite condition happen on simulation, Jl. Majapahit preferred over Jl. Sriwijaya. Because of the theory a user will select the shortest route between any origin and destination, as the result traveler always selects route that represents minimum travel time.
