Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Penelitian ini bertujuan untuk mengetahui, menganalisis, dan menjelaskan fungsi legislasi Dewan Perwakilan Rakyat Daerah terhadap proses Pemekaran 4 (empat) Kampung di Kabupaten Tulang Bawang Barat dilihat dari aspek formal, aspek administrasi, dan aspek politik. Metode penelitian menggunakan pendekatan kualitatif, teknik pengumpulan data adalah observasi, wawancara, dan dokumentasi. Tempat penelitian dilaksanakan di Kabupaten Tulang Bawang Barat waktu penelitian dilaksanakan mulai tanggal 13 Maret 2017. Informan dalam penelitian ini adalah: Wakil ketua dan Anggota Komisi A DPRD, Tokoh Masyarakat, Ketua Ikatan Pemuda Tubaba Bersatu (IPTB) dan Kabag Tata Pemerintahan. Secara umum hasil penelitian ini berdasarkan fungsi legislasi DPRD dilihat dari aspek formal, aspek administrasi, dan aspek politik belum optimal atau efektif, hal tersebut disebabkan karena Pemekaran 4 (empat) kampung belum memenuhi persyaratan sesuai dengan peraturan perundangundangan namun tetap dilakukan pemekaran karena mengatasnamakan kepentingan masyarakat. Badan Musyawarah (Banmus) dan Panitia Khusus (Pansus) belum mengkaji dan membahas secara detail Rancangan Peraturan Daerah (Raperda) tentang Pemekaran 4 (empat) kampung yang diajukan oleh pihak eksekutif, dalam artian apakah layak atau belum layak untuk dimekarkan, dan adanya dugaan fungsi DPRD diindikasikan lebih bermuatan politik, pemekaran dilakukan karena adanya kepentingan elit politik (tokoh masyarakat, tokoh adat, oknum pemerintahan) sebagai sarana mendapatkan keuntungan yang lebih besar. Kesimpulan akhir dalam penelitian ini fungsi legislasi Dewan Perwakilan Rakyat Daerah (DPRD) terhadap proses pemekaran 4 (empat) kampung di Kabupaten Tulang Bawang Barat lebih didominasi oleh aspek politik. Fenomena ini menunjukkan dalam politik lokal ditingkat kampung menggambarkan praktek oligarki. Kata Kunci: Pemekaran, Kampung, dan DPRD ABSTRACT The purpose of this research is to know, analyze, and explain the legislative function of the Regional House of Representative on the process of the expansion of 4 (four) villages in Tulang Bawang Barat Regency from the formal aspects, administrative aspects, and political aspects. Research method using qualitative approach, data collection technique is observation, interview, and documentation. The place of research was conducted in west Tulang Bawang Barat District and the research was conducted starting on March 13, 2017. The informants in this research are: Vice Chairman and Member of Commission A of DPRD, Community Leader, Chairman of Tubaba Unity Youth Union (IPTB) and Head of Governance. In general, the results of this study based on the legislative function of DPRD viewed from formal aspect, administrative aspect, and political aspect not yet optimal or effective, it is because ekspansion of village 4 (four) not yet fulfill the requirement in accordance with the law but still done ekspansion because in the name interests of society. The Deliberation Body (Banmus) and the Special Committee (Pansus) have not reviewed and discussed in detail the draft Local Regulation (Raperda) on 4 (four) villages proposed by the executive, in terms of whether or not feasible to be expanded, DPRD is indicated more politically charged, division is done because of the interests of political elite (public figures, traditional leaders, unscrupulous government) as a means to obtain greater benefits. So based on this research, the legislation function of DPRD towards the expansion of village 4 (four) in Tulang Bawang Barat Regency is dominated by political aspect.
