Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Kabupaten Pringsewu merupakan Kabupaten Kedua setelah Lampung Tengah yang memiliki kasus kekerasan tinggi se-Provinsi Lampung. Mengacu pada isu kekerasan tersebut Pemerintah Kabupaten pringsewu membuat Peraturan Daerah mengenai Kabupaten Layak Anak (KLA), yang didalamnya terdapat salah satu indikator mengenai Desa Layak Anak (DLA). Tujuan penelitian ini untuk mengetahui dan menganalisis proses agenda setting dalam proses perumusan DLA di Desa Panggungrejo. Jenis penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Lokasi penelitian dilakukan di lingkungan Kabupaten Pringsewu khususnya Desa Panggungrejo. Data dikumpulkan melalui wawancara, observasi dan dokumentasi pasca agenda setting program DLA. Hasil penelitian ini memperlihatkan bahwa proses agenda setting terkait program DLA di Desa Panggungrejo ini memiliki sumber isu yaitu untuk melaksanakan program Nasional berupa Kebijakan mengenai KLA. Aktor yang terlibat, yakni official actors dan unofficial actors yang memiliki pengetahuan, keahlian, dan kekuasaannya masing-masing. Pemerintah desa Panggungrejo sebagai aktor utama dalam program ini memiliki kekuasaan legal namun keahlian dan kekuasaan yang kurang memadai. Kurangnya pengetahuan dan keahlian bagi aktor resmi justru merupakan hambatan yang cukup berarti dalam agenda setting program DLA di Desa Panggungrejo. Akan tetapi, dengan kordinasi yang baik antara L-PAMAS dan Dinas PPPAP dan KB isu tersebut dapat segera diformulasi. Kata Kunci: Kebijakan Publik, Agenda Setting, Desa Layak Anak ABSTRACT Pringsewu Regency is second only to the Lampung Tengah Regency that has cases of violence high in the province of Lampung. Refer to the issue of the violent, the Local Government of Pringsewu Regency makes local regulations about Child Friendly City (KLA), which contained one of the indicators regarding the Child Friendly Village (DLA). The purpose of this to review and analyze the agenda setting in the process of the formulation DLA in the village panggungrejo. Type of this research is descriptive research with the qualitative approach. The location of the research conducted in an environment of Pringsewu Regency especially Panggungrejo Village. Data were collected through interviews, observation, and documentation of the post agenda-setting DLA programme. The result of this research shows that process of agenda setting related to DLA programme in the Panggungrejo village and in this research a source of issues is to implementation a National programme that is Policy of the KLA. The actors involved are the official actors and the unofficial actors that have the knowledge, expertise, and his power of each. The Government of the Panggungrejo village as the main actor in this program have the legal power but the expertise and power are inadequate. Lack of knowledge and expertise for the official actors thus an obstacle which simply means in agenda setting DLA programme in the Panggungrejo village. However, with good coordination between the L-PAMAS and the Deprtement of PPPAP and KB the issue should be shortly formulated. Key words: Public Policy, Agenda Setting, Child Friendly Village
