Pendaftaran tanah dan penerbitan sertifikat bertujuan untuk memberikan kepastian hukum atas hak milik atas tanah dan untuk menciptakan tertib administrasi pertanahan. Salah satu program Pemerintah dalam mencapai tujuan tersebut adalah melaksanakan Pendaftaran Tanah Sistematis Lengkap melalui pemberlakuan Peraturan Menteri Negara Agraria dan Tata Ruang/Kepala Badan Pertanahan Nasional Nomor 1 Tahun 2017 tentang Percepatan Pelaksanaan Pendaftaran Tanah Sistematis Lengkap. Permasalahan penelitian ini adalah: (1) Bagaimana pelaksanaan pendaftaran tanah sistematis lengkap di Kota Bandar Lampung? (2) Bagaimana hambatan yang dihadapi Kantor Pertanahan Kota Bandar Lampung dalam pelaksanaan pendaftaran tanah sistematis lengkap? Pendekatan masalah yang digunakan adalah pendekatan hukum normatif dan empiris. Jenis data terdiri dari data sekunder dan data primer yang dikumpulkan dengan wawancara dan dokumentasi Analisis data menggunakan analisis kualitatif. Hasil penelitian ini menunjukkan: (1) Pelaksanaan Pendaftaran Tanah Sistematis Lengkap pada tanah yang belum bersertifikat berdasarkan ketentuan Peraturan Menteri Negara Agraria dan Tata Ruang atau Kepala Badan Pertanahan Nasional Nomor 1 Tahun 2017 meliputi: penetapan lokasi kegiatan PTSL, pembentukan dan penetapan Panitia Ajudikasi PTSL, penyuluhan, pengumpulan data fisik dan data yuridis bidang tanah, pemeriksaan tanah, pengumuman data fisik dan data yuridis bidang tanah serta pembuktian hak, penerbitan keputusan pemberian atau pengakuan hak atas tanah, pembukuan dan penerbitan sertipikat hak atas tanah serta penyerahan sertipikat hak atas tanah. (2) Hambatan-hambatan Kantor Pertanahan Kota Bandar Lampung dalam pelaksanaan pendaftaran tanah sistematis lengkap adalah adanya sanggahan atau keberatan dari pihak-pihak lain terhadap proses pendaftaran tanah melalui PTSL yang dilaksanakan oleh pendaftar, pemohon sulit dalam melengkapi persyaratan permohonan pendaftaran tanah melalui PTSL, dan masih rendahnya pemahaman masyarakat terhadap hukum dibidang pertanahan Saran dalam penelitian ini adalah: (1) Pemerintah Kota Bandar Lampung bersama Kantor Pertanahan Kota agar lebih meningkatkan pelayanan terhadap masyarakat, khususnya di bidang pertanahan. (2) Badan Pertanahan Kota Bandar Lampung agar meningkatkan penyuluhan hukum atau sosialisasi tentang pertanahan. Kata Kunci: Pendaftaran Tanah Sistematis Lengkap, Kota Bandar Lampung ABSTRACT Land registration and issuance of certificates aims to provide legal certainty of property rights to the land and to create an orderly land administration. One of the Government's programs in achieving this objective is to implement a Complete Systematic Land Registration through the enactment of Regulation of the Minister of Agrarian Affairs and Spatial / Head of National Land Agency Number 1 Year 2017 on Accelerated Implementation of Complete Systematic Land Registration. The problems of this research are: (1) How is the implementation of complete systematic land registration in Bandar Lampung City? (2) What are the obstacles faced by the Land Affairs Office of Bandar Lampung City in the implementation of complete systematic land registration? The problem approach used is the normative and empirical legal approach. The type of data consists of secondary data and primary data collected by interviews and documentation Data analysis using qualitative analysis. The results of this study indicate: (1) Implementation of Complete Systematic Land Registration on land that has not been certified based on the provisions of Regulation of the Minister of Agrarian and Spatial Planning or Head of National Land Agency Number 1 Year 2017 includes: determination of the location of PTSL activities, establishment and establishment of Adjudication Committee of PTSL, counseling, physical data collection and juridical data of land parcels, land inspection, announcement of physical data and juridical data on land and proof of rights, issuing decisions on granting or recognizing land rights, bookkeeping and issuance of land certificates and handover of land titles. (2) The obstacles of the Bandar Lampung City Land Office in the implementation of complete systematic land registration are the objections or objections from other parties to the land registration process through the PTSL conducted by the applicant, the applicant is difficult in completing the registration requirements for land registration through PTSL, and still low understanding of society to law in field of land. Suggestions in this study are: (1) the Government of Bandar Lampung with the City Land Office to further improve services to the community, especially in the field of land. (2) Land Agency of Bandar Lampung City to increase legal education or socialization about land. Keywords: Complete Systematic Land Registry, Bandar Lampung City
