Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Seluruh pekerja harus memperoleh penghasilan yang memenuhi kebutuhan hidup layak, namun pada kenyataannya masih banyak pekerja yang mendapat upah murah karena perusahaan lebih mementingkan peningkatan omset. Dalam hal ini pemerintah berperan sebagai penengah, oleh karena itu pemerintah mengeluarkan Kebijakan Upah Minimum Kota (UMK). Kebijakan ini bersifat normatif dan bertujuan untuk melindungi upah pekerja agar tidak merosot pada tingkat yang paling rendah sehingga mereka dapat meningkatkan kesejahteraan. Penelitian ini bertujuan untuk memperoleh gambaran tentang pelaksanaan kebijakan UMK di Bandar Lampung tahun 2016. Tipe penelitian yang digunakan adalah penelitian deskriptif kualitatif dan menggunakan model implementasi menurut Merilee S. Grindle. Hasil dari penelitian menunjukan bahwa implementasi kebijakan UMK belum berjalan dengan baik. Hal ini dikarenakan dua dari empat perusahaan yang diteliti belum memberikan upah layak kepada pekerjanya. Isi kebijakan ini memang memberikan manfaat positif, pemerintah pun telah melakukan sosialisasi dan pengawasan. Akan tetapi, kepentingan setiap aktor yang berbeda, minimnya sumber daya, serta tingkat kepatuhan pelaksana yang dinilai masih kurang, selain itu perilaku aktor seperti tidak adanya komitmen untuk melaksanakan kebijakan menyebabkan implementasi kebijakan sulit berjalan. Oleh karena itu, peneliti tidak sepenuhnya sependapat dengan model implementasi menurut Merilee S. Grindle. Karena selain indikator content dan context, peneliti menemukan bahwa perilaku aktor pun ikut mempengaruhi keberhasilan implementasi kebijakan. Kata Kunci : Implementasi Kebijakan Publik, Kebijakan UMK Bandar Lampung abstract All workers should have got the satisfied income to fulfill their living needs, but in the reality life there are many workers still get a low wage, it caused by the company is more concerced in the profits increased. In this case the goverment have a role as the mediator, therefore they made the kind of the Minimum Wages Policy of City (UMK). This policy tends to be a normative and it aims to protect the worker’s wage in order not to beslip off on the lowest level so they can increasetheir presperous. This research aims to get description of the implementation of the Minimum Wages Policy of City (UMK) of Bandar Lampung in 2016. The type of research used is descriptive qualitative research and using the implementation model according to Merilee S. Grindle. The result of the study shows that the implementation of the Minimum Wages Policy of City has not run well. It coused two of the four companies studied have not given the satisfied wages to their workers. The content of this policy does provide positive benefits, the government has also conducted socialization and supervision. However, the interests of each different actors, the lack of resources, and the the level of compliance of executors is still considered less, in addition to the behavior of actors such as the lack of commitment to implement the policy make the policy implementation difficult to run. Therefore, researcher does not fully agree with the implementation model according to Merilee S. Grindle. Because in addition to indicators of content and context, researcher found that the behavior of actors also influence the success of policy implementation.
