Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Keuangan desa diharapkan dapat membantu pembangunan desa dan penyelenggaraan pemerintahan desa, namun dalam pengelolaanya masih ditemukan permasalahan seperti di tahap perencanaan tidak semua aparatur memiliki keahlian dalam bidang teknologi, dan kurangnya komunikasi antaraparatur maupun dengan kepala pekon. Oleh karena itu dibutuhkan kemampuan aparatur dalam bidang teknis, sosial dan konseptual dalam pengelolaan keuangan desa. Penelitian ini bertujuan untuk mengetahui penyebab kemampuan aparatur Pekon Patoman, Gemahripah, Margakaya dan Rejosari dalam pengelolaan keuangan desa rendah. Metode yang dipakai dalam penelitian ini adalah deskriptif kualitatif, dan untuk mengumpulkan data baik primer maupun sekunder dalam penelitian ini menggunakan teknik wawancara, observasi dan dokumentasi. Hasil penelitan menunjukkan bahwa ada beberapa penyebab rendahnya kemampuan aparatur pada indikator teknis, sosial dan konseptual. Pertama pada kemampuan teknis, kurangnya kesadaran aparatur dalam pemanfaatan teknologi guna menambah pengetahuan pengelolaan keuangan pekon, kurangnya pengalaman dalam pengelolaan keuangan pekon, kurangnya intensitas pelatihan, terbatasnya aparatur yang bisa mengoperasionalkan komputer. Kedua, kemampuan sosial kurangnya koordinasi secara formal maupun informal, dan tidak memiliki grup WhatsApp. Terakhir, kemampuan konseptual disebabkan aparatur yang kurang memahami dalam pembuatan RAB karena sumber daya aparatur pekon rendah dan kurangnya tempat berkonsultasi dalam pembuatan RAB. Kata kunci: kemampuan, aparatur pekon, pengelolaan keuangan desa THE CAPACITY OF THE APPARATUS IN PATOMAN AND GEMAHRIPAH VILLAGE DISTRICT OF PAGELARAN, AND ALSO MARGAKAYA AND REJOSARI VILLAGE DISTRICT OF PRINGSEWU IN MANAGEMENT OF VILLAGE FINANCE Village finance is expected to assist in village development and administration of village governance, but in its management it is still found problems such as in the planning stage not all apparatus have expertise in technology, and the lack of interpersonal communication between the apparatus and the head of the village. Therefore, the capacity of apparatus in technical, social and conceptual in village finance management is needed. This research aims to find out the cause why the capacity of Patoman, Gemahripah, Margakaya and Rejosari village apparatus in village finance management are low. The method used in this research was descriptive qualitative, and to collect primary and secondary data the researcher used interview, observation and documentation technique. The result of the research showed that there are some cause the apparatus were categorized as less capacity in technical, social and conceptual indicators. First, the technical capacity in managing the village finance of apparatus were categorized as less capacity because of lack of awareness of apparatus in using technology to level up their knowledge about management of village finance. Moreover, the lack of experience of apparatus in village finance management, the lack of training intensity and not all the apparatus that can operate the computer. Second, the social capacity of apparatus were categorized as less capable because of lack of coordination either formally or informally, and they have no massanger group as WhatsApp to communicate. Third, conceptual capacity of apparatus were categorized as less capacity because the apparatus have a poor understanding in preparation of real estimate of cost (RAB), it happened due to the low quality of human resources of aparatus and there was no no adequate place to consult about RAB for the apparatus.
