Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Penelitian ini bertujuan untuk mengetahui fenomena Flypaper Eeffec pada Kabupaten/Kota di Provinsi Lampung tahun 2006 - 2015. fenomena tersebut dilihat dari pengaruh Pendapatan Asli Daerah dan Dana Alokasi Umum terhadap Belanja Pegawai. Data yang digunakan adalah data sekunder yang disusun secara panel yang terdiri dari 10 Kabupaten/Kota di Provinsi Lampung. Alat analisis yang digunakan adalah analisis regresi data panel dengan pendekatan Fixed Effect Model. Hasil penelitian menunjukkan bahwa telah terjadi fenomena Flypaper Eeffect pada Kabupaten/Kota di Provinsi Lampung periode tahun 2006 - 2015. Hal tersebut ditandai dari koefisien Dana Alokasi Umum terhadap Belanja Pegawai lebih besar jika dibandingkan dengan koefisien Pendapatan Asli Daerah terhadap Belanja Pegawai. Kata Kunci : Flypaper Effect, Pendapatan Asli Daerah, Dana Alokasi Umum, Belanja Daerah, Belanja Pegawai, Anggaran Pendapatan dan Belanja Daerah, Pengeluaran Pemerintah abstract This study aims to determine the phenomenon of Flypaper Eeffect at the Regency / City in Lampung Province in 2006 - 2015, seen from the influence of the Original Income and General Allocation Fund on Employee Expenditure. The data used are secondary data compiled by panel consisting of 10 districts / cities in Lampung Province. The analysis tool used is panel data regression analysis with Fixed Effect Model approach. The results showed that Flypaper Eeffect phenomenon has occurred in the Regency / City in Lampung Province for the period of 2006 - 2015. It is marked from the coefficient of General Allocation Fund to the Employee Expenditure is bigger when compared with the coefficient of Original Regional Income on Employee Expenditure.
