Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Masalah sengketa tanah yang sering terjadi dimasyarakat karena belum meratanya bukti surat kepemilikan tanah yang sah dimiliki oleh masyarakat. Karena itu, pemerintah pada tahun 2016 membuat kebijakan tentang percepatan persertipikatan tanah secara masal dan gratis yang dibiayai oleh pemerintah. Kebijakan ini disebut Pendaftaran Tanah Sistematis Lengkap (PTSL) yang tujuannya yaitu mensertipikatkan seluruh bidang tanah yang belum memiliki sertipikat dan mencegah sengketa dan konflik pertanahan. Penelitian ini dilakukan untuk melihat keberhasilan implementasi kebijakan pendaftaran tanah sistematis lengkap (PTSL) di Kabupaten Lampung Selatan, penelitian ini menggunakan metode penelitian kualitatif deskriptif. Dari hasil penelitian menunjukkan bahwa kebijakan pendaftaran tanah sistematis lengkap (PTSL) di Kabupaten Lampung Selatan yang ditinjau dari teori Van Metter dan Van Horn, meliputi unsur standar dan sasaran kebijakan, sumber daya, hubungan antar organisasi, karakteristik agen pelaksana, disposisi implementator, dan kondisi ekonomi, sosial dan politik. Secara menyeluruh belum optimal karena ada dua indikator yang tidak sesuai dengan teori Van Metter dan Van Horn. Kata kunci : Kebijakan publik, Implementasi, Sertipikasi Tanah ASBTRACT Land Disputes (Sengketa Tanah) problems often occur in the community caused by the valid land ownership certificate still uneven owned in the community. Therefore, in 2016 the government made a policy to accelerate the process land titles massly and free financed by the government. This policy is called Pendaftaran Tanah Sistematis Lengkap (PTSL) whose purposes is to certify all land plots that still does not have certificates and to prevents disputes and conflicts over lands. This research was conducted to see the successful implementation of Pendaftaran Tanah Sistematis Lengkap (PTSL) in South Lampung Regency, this research used descriptive qualitative method. The results of the research indicate that the policy of Pendaftaran Tanah Sistematis Lengkap (PTSL) in South Lampung Regency, evaluated by use Van Meter and Van Horn theory, includes standard elements and policy targets, resources, inter-organizational relations, characteristics of implementation agent, disposition of implementer, economic condition, social and political. Overall not yet optimal because there are two indicators that are not in accordance with the theory. Keywords : Public policy, Implementation, Certification of land
