Pengadaan Calon Pegawai Negeri Sipil (CPNS) menggunakan sistem Computer Assisted Test (CAT) yang di selenggarakan oleh Badan Kepegawaian Daerah (BKD) Kota Metro merupakan proses pengadaan Pegawai Negeri Sipil (PNS) yang dilakukan berdasarkan Undang-undang No. 5 Tahun 2014 tentang Aparatur Sipil Negara diperlukan Pegawai Negeri Sipil (PNS) yang profesional. Tahap pengadaan CPNS menggunakan sistem CAT meliputi rekrutmen dan seleksi. Penelitian ini menganalisis pelaksanaan pengadaan CPNS menggunakan sistem CAT di Kota Metro. Peneliti menggunakan tipe penelitian deskriptif dengan pendekatan penelitian kualitatif. Teknik pengumpulan data pada penelitian ini terdiri dari wawancara, observasi, dan dokumentasi. Fokus dalam penelitian ini adalah (1) Analisis proses Pengadaan Calon Pegawai Negeri Sipil (CPNS) Menggunakan Sistem Computer Assisted Test (CAT) Tahun 2014 di Kota Metro pada tahap rekrutmen dan seleksi, (2) Faktor pendukung dan penghambat proses pengadaan Calon Pegawai Negeri Sipil dengan sistem Computer Assisted Test (CAT) di kota Metro. Hasil penelitian menunjukkan bahwa pengadaan CPNS melalui sistem CAT sudah berjalan dengan baik dan sesuai dengan Standar Operasional Prosedur (SOP). Faktor pendukung terletak pada sistem CAT itu sendiri yang mempermudah proses kerja, sedangkan faktor penghambat yang dihadapi dalam pengadaan CPNS melalui sistem CAT yaitu pengadaan komputer bukan milik sendiri, akses internet dan lokasi seleksi TKD. Oleh karena itu, BKD Kota Metro harus memiliki sarana komputer sendiri, menyediakan akses informasi yang mudah sehingga dapat dijangkau oleh masyarakat di daerah terpencil, dan menentukan lokasi yang lebih strategis dekat pusat kota agar mudah di akses. Kata Kunci : Pengadaan CPNS, Sistem CAT, Aparatur Sipil Negara abstract Procurement of candidate civil servants using Computer Assisted Test (CAT) system which organized by Badan Kepegawaian Daerah (BKD) Kota Metro is the process of procurement based on Undang undang No. 5 tahung 2014 about civilian state aparatus that need professional Civil servants. The steps of this procurement includes recruitment and selection. This research analyzed implementation of Procurement of candidate civil servants using Computer Assisted Test (CAT) system in Kota Metro. The research used descriptive research type with qualitative research approach. Data collecting techniques in this research are (1) Analyzing process of Procurement of candidate civil servants using Computer Assisted Test (CAT) system in Kota Metro on recruitment and selection steps, (2) supporting and obstacle factors in process of Procurement of candidate civil servants using Computer Assisted Test (CAT) system in Kota Metro. The result of this research showed that Procurement CPNS through CAT system ran well and corresponding with Standar Operational Procedures (SOP). The supporting factor is found in CAT system itself that ease the working process, while the obstacles are the computers do not belong commitee, lack internet connection and location of TKD selection is far. Therefore, BKD Kota Metro should has computer facilities, provide easy information access so i.t could be reached by isolated society, and determine more strategic test place near downtown so it is easy to be accessed Keyword : CPNS Procurement, CAT System, Civilian Statae Apparatus
