Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Pasca lahirnya UU Nomor 6 Tahun 2014 Tentang Desa, mendadak desa menjadi sedemikian ‘seksi’. Salah satunya ialah Desa Rulung Raya dan Desa Pemanggilan, Kecamatan Natar. Munculnya peraturan tersebut juga mengatur tentang pendampingan bagi desa atau disebut juga pendamping lokal desa, yang bertujuan untuk tercapainya penyelenggaraan pemerintahan, pembangunan, pemberdayaan masyarakat, dan kemasyarakatan, yang dapat dilihat dari LPJ (Laporan Pertanggung Jawaban). Dimana kedua desa yang ada di Kecamatan Natar tersebut belum membuat LPJ. Penelitian ini bertujuan untuk menganalisa kinerja pendamping lokal desa serta mendeskripsikan faktor penghambat pendamping lokal Desa Rulung Raya dan Desa Pemanggilan, Kecamatan Natar. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Hasil penelitian, dari produktivitas kinerja pendamping lokal desa belum cukup baik. Hal ini dilihat dari input yang ada tidak menghasilkan output yang maksimal. Responsivitas, respon yang dilakukan pendamping lokal desa belum cukup baik. Hal ini didasari dari ketidaktahuan fungsi yang sebenarnya dari pendamping lokal itu sendiri. Responsibilitas dan akuntablitas, pendamping lokal Desa Rulung Raya dan Desa Pemanggilan belum melaksanakan tugas dengan baik. Hal ini dapat dilihat dari ketidakmampuan pendamping lokal desa tersebut dalam melaksanakan tugasnya sebagai pendamping lokal desa. yang terakhir ialah faktor-faktor penghambat pendamping lokal desa kurangnya pemahaman pendamping lokal desa tentang tugas pokok fungsinya sebagai pendamping lokal desa, Selain itu, minimnya jumlah sumber daya manusia pendamping lokal desa menjadi hambatan tersendiri bagi pendamping lokal desa. Oleh sebab itu, perlunya pelatihan khusus bagi aparatur Kecamatan Natar dan perlunya penambahan sumber daya manusia pendamping lokal desa. This research uses descriptive method with qualitative approach. The results of the research, from the productivity performance of local village counselor has not been good enough. It is seen from the existing input does not produce maximum output. This is based on the ignorance of the actual function of the local escort itself. Responsibilitas and akuntablitas, local companion of Rulung Raya Village and Village Calling has not done a good job. This can be seen from the inability of the local village counselor in carrying out his duties as local village counselor. the latter are inhibiting factors of local village facilitators lack of understanding of local village counselors on the main task of their function as local village counselors, In addition, the lack of human resources of local village counselors becomes an obstacle for local village counselors.
