Abstrak

Industri baja merupakan sektor penting yang mendukung pembangunan fisik negara. Industri baja mendorong pembangunan infrastruktur yang merupakan aspek penting dalam memperlancar aktivitas ekonomi negara. Namun, keadaan industri baja Indonesia masih belum mampu memenuhi kebutuhan baja nasional dan masih mengandalkan impor. Melihat permasalahan tersebut, pemerintah Indonesia melalui kebijakan tax holiday difokuskan untuk memperkuat industri baja domestik. Kebijakan tax holiday merupakan upaya yang dilakukan pemerintah untuk mendorong masuknya Foreign Direct Investment (FDI) ke Indonesia. Berdasarkan Peraturan Menteri Keuangan No 159/PMK.010/2015, tax holiday adalah pengurangan beban pajak penghasilan yang ditujukan untuk perusahaan/badan yang berinvestasi di 9 sektor industri pionir, yang salah satunya industri baja. Indonesia menerapkan kebijakan tax holiday untuk tujuan memperkuat industri baja domestik dengan bantuan FDI. Tujuan penelitian ini adalah untuk menganalisa kebijakan tax holiday dalam menarik FDI di sektor baja dan dampaknya terhadap industri baja domestik. Penelitian ini menggunakan metode studi kasus kualitatif. Beberapa indikator yang menjadi fokus penelitian yaitu masuknya perusahaan multinasional di sektor industri baja ke Indonesia, kinerja produksi industri baja, kontribusi industri baja bagi PDB negara. Hasil dari penelitian ini memperlihatkan bahwa penerapan kebijakan tax holiday belum dapat memberikan dampak yang positif terhadap industri baja Indonesia pada tahun 2015-2017. Kebijakan tax holiday belum mampu meningkatkan angka masuknya perusahaan baja asing ke Indonesia, sehingga berpengaruh pada belum membaiknya kinerja produksi baja domestik. Pada akhirnya industri baja domestik belum berkontribusi banyak terhadap pemasukan/PDB negara. Kata Kunci : Tax holiday, Foreign direct Investment, perusahaan multinasional, Industri Baja. ABSTRACT The steel industry is a sector that supports the physical development of the country. The steel industry encourages development which is an important aspect in expediting the economic activities of the country. However, the Indonesian steel industry is still unable to supply the national steel needs and still rely on imports. Seeing the problem, the Indonesian government through tax holiday policy is focused on strengthening the domestic steel industry. Tax holiday policy is an effort made by the government to encourage inflow of Foreign Direct Investment (FDI) to Indonesia. Based on Regulation of the Minister of Finance No.159/PMK.010/2015, tax holiday is a reduction of corporate tax income which is intended for companies/entities that invest in 9 pioneer industry sectors, one of which is steel industry. Indonesia implements a tax holiday policy for strengthening the domestic steel industry with the help of FDI. The purpose of this research is to analyze the tax holiday policy in attracting FDI in the steel sector and its impact on the domestic steel industry. This research uses qualitative case study method. Several indicators are the focus in this research : inflow of FDI/multinational companies in the steel industry sector to Indonesia, steel industry production performance, contribution of steel industry for the country's GDP. The results of this study indicate that the application of tax holiday has not been able to provide positive benefits to the Indonesian steel industry in 2015-2017. The tax holiday policy has not been able to increase inflow of foreign steel companies to Indonesia, thus affecting the performance of domestic steel production has not improved. In the end the domestic steel industry has not contributed much to the state income (Gross Domestic Product).
