Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Kekerasan dalam rumah tangga adalah tindakan yang dilakukan di dalam rumah tangga oleh suami terhadap isteri dan anak yang berdampak buruk terhadap keutuhan fisik, psikis dan keharmonisan hubungan. Kekerasan Rumah Tangga yang terjadi di Kabupaten Ogan Komering Ulu meningkat sehingga Unit PPA Baturaja harus lebih memberikan perlindungan kepada korban kekerasan dalam rumah tangga. Tapi pada kenyataan Unit PPA Polres Baturaja dan Dinas Pemberdayaan Perempuan dan Anak kurang maksimal dalam melindungi korban kekerasan dalam rumah tangga. Permasalahan dalam tesis ini adalah bagaimanakah perlindungan Hukum serta hambatan yang dihadapi polisi dalam kasus kekerasan dalam rumah tangga pada Polres Baturaja. Metode yang digunakan dalam penelitian ini adalah dilakukan dengan pendekatan Yuridis Normatif dan pendekatan Yuridis empiris. Hasil penelitian dan pembahasan menunjukan bahwa perlindungan Hukum perkara kekerasan dalam rumah tangga di Kabupaten Ogan Komering Ulu Baturaja berjalan kurang maksimal, Polres Baturaja khususnya Unit PPA yang menangani kasus-kasus perempuan dan anak, kurang perduli terhadap korban kekerasan dalam rumah tangga. Hambatan perlindungan Hukum perlindungan Korban kekerasan dalam rumah tangga di Kabupaten Ogan Komering Ulu Baturaja adalah kurangnya kerjasama antara Unit PPA Polres Baturaja dengan Dinas pemberdayaan perempuan dan anak sehingga korban kekerasan dalam rumah tangga merasa diabaikan.serta belum adanya fasilitas “Rumah Aman” yang di peruntukan kepada korban kekerasan dalam rumah tangga sehingga korban dan pelaku akan kembali berdekatan dan memungkinkan akan terjadi kekerasan kembali. Akhirnya penulis memberi saran kepada seluruh penyidik Unit PPA Baturaja,sebaiknya lebih sensitif terhadap korban kekerasan dalam rumah tangga agar tercapainya keadilan dan kepastian Hukum. VICTIMOLOGICAL ANALYSIS ON WOMEN AND CHILDREN IN DOMESTIC VIOLENCE (A Study at Polres Baturaja District Ogan Komering Ulu) Domestic violence is a violence happens within households committed by husbands to their wives and children which ruins the harmony and relationship of family members both physically and mentally. The number of domestic violence occurred in Ogan Komering Ulu regency has been increasing and the unit of PPA (Women and Children Empowerment unit) should fight harder to give protection for the victims of domestic violence. But in fact, the works of PPA unit of Polres Baturaja and the Department of PPA (Women and Children Empowerment unit) was less effective in protecting the victims of domestic violence. The problems in this research were formulated to find out the legal protection and the obstacles encountered by the police officers in a case of domestic violence at Polres Baturaja. The method applied in this research was normative juridical and Another method was done through empirical. The discussion and results of the research showed that the legal protection for domestic violence cases in Baturaja regency has not been effective yet; the PPA unit of Polres Baturaja as in charge of such cases, did not put a serious concern to the victims of the domestic violence. The factor inhibited the legal protection for victims of domestic violence in Baturaja regency, included: the lack of coordination between PPA unit of Polres Baturaja and the Department of Women and Children Empowerment which ignored the victims of domestic violence, the absence of "Rumah Aman" or "Secured House" for the victims of domestic violence will make the victims and the perpetrators remain in the same house and the possible violence may happen again. Finally the researcher suggested to all Baturaja police investigators of PPA unit to be more caring and to proceed the cases of domestic violence as soon as possible.
