Abstrak

Perubahan tutupan hutan mangrove berdampak terhadap angka kesakitan malaria (annual parasite incidence). Tujuan dari penelitian ini yaitu mengetahui besaran manfaat hutan mangrove dengan pendekatan human capital atau biaya perawatan (Medical cost) dari penyakit malaria. Penelitian ini dilakukan mulai bulan Agustus—Oktober 2016 dengan lingkup wilayah penelitian Provinsi Lampung periode tahun 2000—2015. Dinamika perubahan tutupan lahan dan penggunaan lahan per Kabupaten/kota diidentifikasi melalui sistem informasi geografis serta interpretasi citra landsat 2000, 2009, dan 2015 dan menghasilkan persentase luas tutupan lahan dan penggunaan lahan. Dari hasil uji statistik diketahui ekosistem mangrove berpengaruh terhadap penurunan kejadian malaria dengan koefisien sebesar -0,07937 dan nilai P value = 0,001. Luas ekosistem mangrove sebesar 9401,62 Ha, apabila terjadi penaikan 10 persen luas tutupan mangrove maka akan menurunkan kejadian malaria sebesar 0,007937 per 1000 penduduk atau 0,000007937 insidensi. Hal ini berarti setiap penambahan 10 persen tutupan mangrove akan mengakibatkan penurunan kejadian penyakit malaria sebesar 64,42676 insidensi dengan asumsi bahwa setiap faktor penularan malaria adalah positif. Model valuasi jasa lingkungan mangrove dilakukan dengan pendekatan biaya kesehatan. Nilai manfaat dari hutan mangrove dengan pendekatan human capital adalah Rp. 2.266.255.815,5,-/tahun. Kata kunci : Angka kesakitan malaria, Medical cost, Penggunaan lahan ABSTRACT Change of mangrove forest cover affects malaria (annual parasite incidence). The purpose of this study is to know the magnitude of the benefits of mangrove forests with the approach of human capital or the cost of treatment (Medical cost) of malaria disease. This research was conducted from August to October 2016 with the scope of research area of Lampung Province in 2000-2015. The dynamics of land cover change and land use by Regency / District were identified through geographic information systems as well as landscape image interpretations 2000, 2009, and 2015 and result in a broad percentage of land cover and land use. From the results of statistical tests known mangrove ecosystems influence the decrease in incidence of malaria with coefficient of -0.07937 and value P value = 0.001. Mangrove ecosystem area of 9401.62 Ha, if there is an increase of 10 percent of mangrove cover area will decrease the incidence of malaria by 0,007937 per 1000 population or 0,000007937 incidence. This means that each addition of 10 percent mangrove cover will lead to a decrease in incidence of malaria by 64.42676 incidence with the assumption that every factor of transmission of malaria is positive. The valuation model of mangrove environmental services is done by health cost approach. The value of benefits from mangrove forests with human capital approach is Rp. 2.266.255.815,5, - / year.
