Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
Himpunan Mahasiswa Islam (HMI) dan Forum Berbicang Berfikir Kamisan (Cangkir Kamisan) merupakan salah satu civil society yang berperan aktiv mengkontrol kebijakan Pemerintah Kota Metro mengenai penambahan visi misi Kota Metro. Atas dasar tersbut, penelitian ini bertujuan untuk menganalisa peran HMI dan Cangkir Kamisan dalam menjalankan fungsi kontrol dan penyusunan agenda setting terkait kebijakan publik di Kota Metro. Penelitian ini menggunakan tipe penelitian deskriptif kualitatif dan teknik keabsahan data menggunakan triangulasi. Hasil dari penelitian menunjukan bahwa HMI Kota Metro telah berperan sebagai komplementer yang diwujudkan dalam wadah bagi aspirasi masyarakat. Selanjutnya, HMI juga berperan sebagai tandingan negara yang diwujudkan dalam bentuk advokasi dan pendampingan. Sementara itu Cangkir Kamisan telah berperan sebagai komplementer dan subtitor yang diwujudkan dalam budaya literasi dan menulis untuk membentuk persepsi publik. Upaya yang telah dilakukan oleh HMI dan Cangkir Kamisan dalam penyusunan agenda setting tersebut nyataanya belum mampu mendatangkan hasil yang optimal dalam menyanggah penambahan visi Kota Metro. Hal ini terganjal oleh adanya peraturan Kementerian Dalam Negeri yang menyatakan bahwa visi yang telah disampaikan sebelumnya oleh pasangan calon walikota dan calon wakil walikota ketika proses kampanye telah terangkum dalam dokumen DPRD dan KPUD sehingga visi tersebut tidak bisa dirubah. Kata Kunci : Civil Society, Agenda Setting, Analisis Kebijakan, Visi Kota Metro abstract The problem related to the role of civil society emerged and developed along with the policy process that is made especially in the government. In the Metro city case study, the role of HMI and Cangkir Kamisan as one of the civil society that fight for the prosperity of Metro city community in particular. It is believed that the changes of the vision of Metro city are not in accordance with the vision in the previous era, so that the changes of the vision of Metro city become the main problem in this research. This study aims to find and analyze the strength of HMI and Cangkir Kamisan related to changes in the vision of the Metro city. Knowing and analyzing the strengths of HMI and Cangkir Kamisan as civil society through the composing of the agenda of public policy setting. The type of this research is descriptive with qualitative approach. The data sources for this research are indepth interviews with informants, literature documents, and scientific research results. The interviewee was chosen purposively. Data collection techniques are Dita Purnama through the interview stage and literature study. Data analysis techniques are done by reducing data, presenting data, and drawing final conclusions. Result of the research show the existence of HMI control function in the form of complementary that is as media of society to convey aspiration to Metro city government. The function of Cangkir Kamisan as complementary is to activate various activities to fulfill the role of the State as public servant. As a substitute, HMI claims that they have not done activities outside the activities of the Metro government. The substitute function of Cangkir Kamisan are by forming green trash bank, Metro photography, music and documentary film which have never been encouraged by the government. The control function of HMI as counter- State is carried out by conducting a series of advocacy in the form of discussions, studies, and audiences to the government. While the control function of the Cangkir Kamisan as the counter-State is done by being a community facilitator in voicing their aspirations through discussion, or article writing.
