Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)

Penelitian ini bertujuan untuk mendeskripsikan bagaimana sinergitas dan kendala yang dialami antara Tim Fasilitasi TSP dan Forum CSR Lampung dalam pelaksanaan program CSR. Penelitian ini dilatarbelakangi oleh rendahnya laporan pelaksanaan program CSR oleh perusahaan yang ada di Provinsi Lampung serta sebagian besar perusahaan dan pemangku kepentingan belum memiliki pemahaman yang sama atas CSR yang sesuai dengan definisi utama atau sebagaimana yang dipahami di level global. Penelitian ini menggunakan teori Eppel (2013) sebagai framework dalam analisis data. Eppel mengungkapkan ada 4 faktor mengenai terjadinya sinergitas antara pemerintah dan non pemerintah yaitu : Kebutuhan untuk melibatkan komunitas dalam keputusan-keputusan yang berdampak kepada mereka yang berkaitan dengan pelibatan secara langsung atau tidak langsung ; Kebutuhan untuk memperoleh legitimasi dan nilai efektivitas yang berkaitan dengan sinergitas dalam pelaksanaan program; Secara sosial sifat masalah yang dipecahkan sangat kompleks yang berkaitan dengan pola pemecahan masalah ; Keterbatasanketerbatasan informasi dan sumber daya yang diperlukan dari masing-masing organisasi yang berkaitan dengan ketergantungan satu instansi dengan instansi lain. Hasil penelitian ini menunjukkan bahwa proses sinergitas dalam pelaksanaan program CSR berjalan dengan baik, tetapi masih mengalami berbagai kendala seperti belum adanya kesepahaman mengenai CSR itu sendiri, dan kurangnya partisipasi masyarakat dalam pelaksanaan program CSR. Dalam penelitian ini, beberapa saran dapat diberikan dalam mengatasi beberapa kendala dalam sinergitas pelaksanaan program CSR. Pertama, Tim Fasilitasi Tanggungjawab Sosial Perusahaan (TSP) dan Forum CSR Lampung dapat membuat program yang berfokus pada sosialisasi dan edukasi mengenai CSR khususnya untuk perusahaan dan pemerintah. Kedua, perusahaan dan pemerintah dapat bekerjasama dan melibatkan komunitas-komunitas yang ada di masyarakat untuk optimalisasi program CSR. Kata kunci : corporate social responsibility, sinergitas, collaborative governance THE SYNERGY OF TIM FASILITASI TANGGUNG JAWAB SOSIAL PRUSAHAN AND FORUM CORPORATE SOCIAL RESPONSIBILIY (CSR) IN THE IMPLEMENTATION OF CSR PROGRAM This study try to aim the description how the synergy and constraints experienced by Tim Fasilitasi TSP and Forum CSR Lampung in implementing CSR programs. This research is motivated by the low report of CSR program implementation by companies in Lampung Province and most companies and stakeholders do not have the same understanding of CSR in accordance with the main definition or as understood at the global level. This study uses Eppel's theory (2013) as a framework for data analysis. Eppel revealed that there are 4 factors regarding the occurrence of synergy between government and non-government, namely: The need to involve the community in decisions that affect them relating to direct or indirect involvement; The need to gain legitimacy and value of effectiveness related to synergy in program implementation; Socially the nature of solved problems is very complex which is related to problem-solving patterns; Limitations of information and resources needed from each organization related to the dependence of one agency with another. The results of this study indicate that the synergy process in the implementation of CSR programs goes well, but still experiences various obstacles such as the lack of understanding on CSR itself, and the lack of community participation in the implementation of CSR programs. In this study, several suggestions can be given in overcoming some obstacles in the synergy of implementing CSR programs. First, Tim Fasilitasi TSP and Forum CSR Lampung can create programs that focus on socialization and education on CSR, especially for companies and governments. Second, companies and governments can work together and involve communities in the community to optimize CSR programs. Keywords: corporate social responsibility, synergy, collaborative governance
