Abstrak

The research aims to analyze and describe the existence, role, function, success, obstacle the activity of LBKK SMK Negeri 1 Kalianda Kabupaten Lampung Selatan. It is a qualitative research. The data is obtained from observation, interview and documentation. The data obtained was set and given meaning then analyzed and described. The result of research obtained 1) The management of LBKK included: the plan prepared by the technical instruction of BKK; organizing along with DU/DI and Disnakertrans; the implementations (looking for information about job vacancy, signing MOU with labor users, deployment of information of job vacancy, job training to the registered, recruitment by written test, health test and interview, the employment agreement to the accepted, distribution and placement of alumnus to the company) Monitoring (reporting to Disnakertrans periodically and LBKK monitoring to the alumnus in companies). 2) The roles of LBKK is (1) to help the enhancement of school quality; (2) to help school in obtaining confidence from people; (3) to bridge between school and DU/DI as the labor users; (5) to bridge school and students’ parents in solving the problem of employment; (6) to help alumnus to obtain job. 3) The function of LBKK is to implement the duties carried out by BKK in secondary education. 4) LBKK success is absorbed of alumnus have been worked. 5) The factors of inhibiting the implementation of the LBKK program is : (a) The lack of public knowledge about the role and function of LBKK in the educational units; (b) foundations, (c) Limitations of networks information owned by the manager of BKK: (d) Incompatibility between the abilities and skills of job seekers and job specification. Penelitian ini bertujuan untuk menganalisis dan mendiskripsikan eksistensi, peran, fungsi, keberhasilan, hambatan dan kiat-kiat mengatasi hambatan operasional LBKK SMK Negeri 1 Kalianda Kabupaten Lampung Selatan. Jenis penelitian ini menurut sifatnya adalah penelitian deskriptif kualitatif dengan pendekatan studi kasus. Data diperoleh melalui observasi, wawancara dan dokumentasi. Data yang diperoleh disusun dan diberi makna kemudian dianalisis dan dideskripsikan. Hasil penelitian diperoleh pengelolaan LBKK meliputi: 1) perencanaan disusun berdasarkan petunjuk teknis LBKK; pengorganisasian bersama dengan DU/DI dan Disnakertrans; pelaksanaan (mencari informasi tentang lowongan kerja, penandatangana MOU dengan pengguna tenaga kerja, penyebaran informasi lowongan kerja, bimbingan kerja kepada yang telah terdaftar, rekrutmen dengan tes tertulis, tes kesehatan dan wawancara, perjanjian kerja kepada yang telah diterima, pengantaran dan penempatan alumni ke perusahaan); monitoring (pelaporan kepada Disnakertrans secara berkala dan monitoring LBKK terhadap alumni di perusahaan). 2) Peran LBKK adalah (a) membantu peningkatan mutu sekolah; (b) membantu sekolah dalam mendapatkan kepercayaan dari masyarakat; (c) menjembatani antara sekolah dengan DU/DI sebagai pengguna tenaga kerja; (d) menjembatani sekolah dengan wali murid dalam memecahkan permasalahan ketenagakerjaan; (e) membantu alumni untuk mendapatkan pekerjaan. 3) Fungsi LBKK adalah melaksanakan tugas yang diemban oleh LBKK di satuan pendidikan menengah. 4) Keberhasilan LBKK adalah keterserapan alumni yang telah bekerja. 5) Faktor penghambat pelaksanaan program LBKK: (a) minimnya pengetahuan masyarakat tentang peran dan fungsi LBKK di satuan pendidikan; (b) pendanaan; (c) keterbatasan informasi jejaring kerja yang dimiliki oleh pengelola LBKK; (d) tidak sesuainya antara kemampuan dan keterampilan pencari kerja dengan spesifikasi lowongan kerja.
