Abstract
Penelitian ini bertujuan untuk menganalisis perbedaan kemampuan keuangan dan tipe pertumbuhan ekonomi Kabupaten/Kota Provinsi Lampung saat sebelum dan sesudah pelaksanaan otonomi daerah. Terdapat lima sampel yang dipilih berdasarkan kriteria yaitu Kabupaten Lampung Barat, Kabupaten Lampung Selatan, Kabupaten Lampung Utara, Kabupaten Lampung Tengah, dan Kota Bandarlampung. Metode analisis yang digunakan bersumber dari Deddy K (Bappenas, 2003) yaitu Perhitungan melalui ukuran Share, Growth, dan Elastisitas; Pemetaan Kemampuan Keuangan berdasarkan Metode Kuadran dan Metode Indeks; Peta Indeks Kemampuan Keuangan (IKK); serta Tipologi Klassen untuk mengklasifikasikan tipe pertumbuhan ekonomi. Hasil penelitian ini adalah (1) terdapat perbedaan kemampuan keuangan Kabupaten/Kota Provinsi Lampung namun mengalami penurunan, hal ini berdasarkan hasil perhitungan Share, Growth, dan Elastisitas, (2) terdapat perbedaan tipe pertumbuhan ekonomi Kabupaten/Kota Provinsi Lampung, hanya Kabupaten Lampung Barat yang mengalami penurunan, hanya Kabupaten Lampung Tengah, Kabupaten Lampung Utara, dan Kota Bandarlampung yang mengalami peningkatan, dan hanya Kabupaten Lampung Selatan yang tidak mengalami perubahan posisi. Saran yang dapat diberikan dalam penelitian ini adalah upaya peningkatan PAD dan pertumbuhan ekonomi, efisiensi penggunaan belanja daerah, upaya khusus untuk daerah yang berada di Kuadran IV atau IKK rendah atau daerah relatif tertinggal, serta peran pemerintah pusat dalam hal transfer dana perimbangan dan membantu pemerintah daerah yang melakukan upaya khusus terhadap daerahnya yang tertinggal. Kata Kunci : Otonomi Daerah, Kemampuan Keuangan Daerah, Pertumbuhan Ekonomi, Tipologi Klassen, dan Kabupaten/Kota Provinsi Lampung. This study aims to analyze the differences between financial capabilities and types of economic growth in the Districts / Provincial City of Lampung in pre and post the implementation of regional autonomy period of times. Based on that criteria, there are five selected samples of this study: West Lampung, South Lampung, North Lampung, Central Lampung, and Bandarlampung. The analytical methods used in this study comes from Deddy K (Bappenas, 2003) which are the Calculation by the Share, Growth, and Elasticity; Mapping of Financial Capability based on Quadrant Method and Index Method; Index Map of Financial Capability; Klassen Typology to classify the types of economic growth. The results of this study are (1) there are differences in the financial capabilities of the Districts / Provincal City of Lampung in pre and post regional autonomy periods, however the financial capabilities are decreasing, it is based on calculations by the Share, Growth, and Elasticity(2) there are differences in the types of economic growth of the Districts / Provincial City of Lampung, only West Lampung experiences the decreasing financial capability, while the financial capabilities of Central Lampung, North Lampung, and Bandarlampung are increasing, the financial capabilities of South Lampung is static. Some suggestions based on this results are there should be an effort to increase the regional revenue and economic growth, the regional budget should be used efficiently, there should be certainl efforts to increase the economic growths in regional which are included in Quadrant IV or low in the Index Map of Financial Capability or relatively underdeveloped regions, the national government should be involved in transfering the funds to help the local governments improving their underdeveloped regions.
