Abstrak

The condition of intersection on Jl. Teuku Umar - Jl. ZA. Pagar Alam - Jl. Sultan Agung are crowded enough to cause that intersections often happened jammed. That condition cause the decreasing level of service from that intersection. It can be seen from the queue vehicles toward every part of intersection and high delays because of the vehicle that has passed through the intersection is often restrained due to conflict at the intersection. The conditions are particularly occured at peak hours in the morning, afternoon, and evening. This research used primary data and secondary data. The primary data is obtained from the survey results directly in the form of geometry data, land use of data condition, traffic flow, signal timing, and long queues. Secondary data consists of the population Bandar Lampung of the city in 2012 that is obtained from BPS Lampung Province. Data analysis used the Indonesian Highway Capacity Manual in 1997 for Signalized Intersections. Based on calculations, it can be found the intersection level of service at morning peak hour was E with a delay amount 40.23 sec/pcu, level of service at afternoon peak hour was D with a delay amount 32.60 sec/pcu, and level of service at evening peak hour was E with a delay amount 40.68 sec/pcu. It indicates that the performance of intersection is not optimal. To increase the performance of the intersection, made changes in the pattern of fixed time control become the pattern of not fixed time control based on the peak condition by changing the cycle time, green time, and intergreen time. Kondisi simpang Jl. Teuku Umar – Jl. ZA. Pagar Alam – Jl. Sultan Agung yang cukup padat menyebabkan simpang tersebut sering terjadi kemacetan. Kondisi tersebut mengakibatkan menurunnya tingkat pelayanan dari simpang. Hal ini dapat dilihat dari adanya antrian kendaraan pada setiap lengan simpang dan tundaan yang tinggi akibat kendaraan yang telah melewati simpang seringkali tertahan akibat konflik pada simpang tersebut. Kondisi seperti ini khususnya terjadi pada jam puncak pagi, siang, dan sore. Penelitian ini menggunakan data primer dan data sekunder. Data primer diperoleh dari hasil survey langsung yang berupa data geometri, data kondisi lingkungan, arus lalu lintas, waktu sinyal, dan panjang antrian. Data sekunder berupa data jumlah penduduk kota Bandar Lampung tahun 2012 yang diperoleh dari BPS Provinsi Lampung. Analisis data menggunakan Manual Kapasitas Jalan Indonesia 1997 untuk Simpang Bersinyal. Berdasarkan hasil perhitungan, maka didapatkan tingkat pelayanan simpang pada jam puncak pagi adalah E dengan tundaan sebesar 40,23 det/smp, jam puncak siang tingkat pelayanannya D dengan tundaan sebesar 32,60 det/smp, dan tingkat pelayanan jam puncak sore E dengan tundaan sebesar 40,68 det/smp. Hal ini menunjukan bahwa kinerja simpang tersebut tidak optimal. Untuk meningkatkan kinerja simpang tersebut, dilakukan perubahan pola pengaturan sinyal tetap menjadi pengaturan sinyal berubah berdasarkan kondisi puncak dengan mengubah waktu siklus, waktu hijau, dan waktu antar hijau.
