Abstrak

Problem in this observation is about has not reached the goals yet about phase of learning society that is cultured in reading, according to the vision and mission Metro City as City of Education, that marked by low interest for reading from the society. Subdistrict library or smart house is built for reaching all society’s layer. But, in its development, it has been 5 years running from 2009-2014, existence from subdistrict library or smart house has not seen yet, amount of visitors are still low, book collection still not complete, organizer resource is not supporting, and low participations from the society. In organizing this program has not reached the willing goals yet, it is about creating learning society and society that is cultured in reading. This observation did for; (a) knowing about organizing Development Program of an interest for reading in West of Metro Subdistrict, (b) knowing about the achievement of Development program of an interest for reading in West of Metro subdistrict in supporting vision and mission Metro City as City of Education. This observation using evaluation observation model CIPP (Contect, Input, Process, Product) by stafflebeam, that using perspective qualitative approach which is descriptive. Focus of the observation is in organizing development program of an interest for reading in west of Metro subdistrict. Data collection by using guide interview method, observation and documentation studying. The result of this observation shows that development program of an interest for reading in west of Metro subdistrict not really success in achieving the goals that have set before. This case caused by low interest for reading of the society knowing by few amount of visitors, medium and infrastructure that are not satisfying, organizer resources that are not maximal, there are no publication and socialization about the program to the society, low participation and awareness of the society in supporting the development program of an interest for reading. Not successfully this development program of an interest for reading caused by in policy’s formula that is not really pay attention about the policy’s substances, so the policy is not implemented well. Keywords : Evaluation, Development Program of an Interest For Reading Permasalahan dalam penelitian ini adalah belum tercapainya fase masyarakat belajar yang berbudaya baca sesuai dengan visi dan misi Kota Metro sebagai Kota Pendidikan, yang ditandai dengan rendahnya minat baca masyarakat. Perpustakaan kelurahan/rumah pintar didirikan agar dapat menjangkau masyarakat berbagai lapisan. Namun pada perkembangannya, sudah 5 (lima) tahun berjalan dari 2009-2014 eksistensi perpustakaan kelurahan/rumah pintar belum terlihat, yaitu jumlah pengunjung sangat sedikit, koleksi buku masih kurang lengkap, kurang didukung sumber daya manusia serta partisipasi masyarakat yang rendah. Penyelenggaraan program ini belum mencapai tujuan yang diinginkan yaitu mewujudkan masyarakat belajar dan masyarakat yang berbudaya baca. Penelitian ini dilakukan untuk; (a) mengetahui penyelenggaraan Program Pengembangan Minat Baca di Kecamatan Metro Barat (b) untuk mengetahui pencapaian Program Pengembangan Minat Baca di Kecamatan Metro Barat dalam mendukung visi dan misi Kota Metro sebagai Kota Pendidikan. Penelitian ini menggunakan penelitian evaluasi model CIPP ( Contect, Input, Process, Product) oleh stufflebeam, yang menggunakan perspektif pendekatan kualitatif yang bersifat deskriptif. Fokus penelitiannya pada penyelenggaraan Program Pengembangan Minat Baca di Kecamatan Metro Barat. Pengumpulan data dengan menggunakan metode wawancara (guide interview),observasi dan studi dokumentasi/pustaka. Hasil penelitian menunjukkan bahwa Program Pengembangan Minat Baca di Kecamatan Metro Barat kurang berhasil mencapai tujuan yang sudah ditetapkan. Hal ini disebabkan minat baca masyarakat yang rendah dengan ukuran jumlah pengunjung sedikit, sarana dan prasarana kurang memadai, sumber daya pengelola belum maksimal, belum ada publikasi dan sosialisasi program kepada warga masyarakat, masih rendahnya partisipasi dan kesadaran warga masyarakat dalam mendukung Program Pengembangan Minat Baca. Kurang berhasilnya Program Pengembangan Minat Baca karena dalam formulasi kebijakan kurang memperhatikan substansi kebijakan, sehingga kebijakan tidak terimplementasi dengan baik..
