Abstract

Abstrak Bahasa Indonesia Kerjasama Pemerintah Swasta adalah suatu kerjasama dalam penyediaan infrastruktur (penyediaan jalan tol, energi listrik, air minum dan sanitasi) antara pemerintah baik itu Pemerintah Pusat ataupun Pemerintah Daerah dengan mitra badan usaha swasta, baik badan usaha dalam negeri maupun luar negeri. Tujuan penelitian ini yaitu, 1) Mengetahui bentuk kerjasama yang dilaksanakan oleh PDAM Way Rilau, 2) Mengevaluasi formulasi kebijakan KPS yang dilaksanakan PDAM Way Rilau, dan 3) Melihat perkiraan dampak KPS PDAM Way Rilau dalam penetapan tarif, aspek distribusi dan produksi. Metode penelitian yang digunakan adalah jenis penelitian deskriptif dengan metode pendekatan kualitatif. Hasil penelitian menunjukkan bahwa bentuk kerjasama yang akan dilaksanakan berupa kerjasama bentuk BOT (Build, Operate, Transfer) dan proses formulasi berupa perumusan masalah kebijakan, perumusan usulan kebijakan dan pengesahan kebijakan. KPS PDAM Way Rilau diperkirakan dapat meningkatkan produksi air bersih, suplai air baku, menurunkan tingkat kehilangan air, meningkatkan jumlah pelanggan dan memperluas cakupan layanan. Sedangkan penetapan tarif air minum melalui KPS diperkirakan lebih murah dibandingkan tarif air minum dari PDAM. Kesimpulannya, KPS diperkirakan dapat meningkatkan segala aspek yang dapat meningkatkan sumbangan pada penerimaan kas daerah. Kata Kunci : Kerjasama, Kerjasama Pemerintah Swasta, Tarif, Distribusi, Produksi Abstract Bahasa Inggris Public Private Partnership is a cooperation in the provision of infrastructure (provision of toll roads, electricity, drinking water and sanitation) between the goverments of either the central goverment or local goverments with partners of private business entities, both businiess entities within the country and abroad. The purpose of this research is, 1) Knowing the types of partnership are implemented by PDAM Way Rilau, 2) Evaluating policy formulation of PPP conducted by PDAM Way Rilau, dan 3) See the estimates of the impact of the PPP of PDAM Way Rilau in the determination of tariffs, the distribution and production aspects. The research metode used was type of descriptive study with a qualitative approach method. The results showed that the form of cooperation to be implemented in the form of cooperation form BOT (Build, Operate, Transfer) and process of formulation of the policy issues, the formulation of proposals for policy and endorsement policy. PPP in PDAM Way Rilau is expected to increase the production of clean water, raw water supply, lowering the level of water loss, increasing the number of customers and expanding service coverage. Whereas the determination of the price of drinking water though the PPP is expected to be cheaper than drinking water tariff rates of drinking water from PDAM. In conclusion, PPP is expected can improve any aspect that can improve the acceptance of cash donations area. Kata Kunci : Partnership, Public Private Partnership, Tariff, Distribution, Production
