Abstrak (Berisi Bastraknya saja, Judul dan Nama Tidak Boleh di Masukan)
ABSTRAK Wacana pemekaran daerah di provinsi kembali akan dilakukan di Kabupaten Lampung Tengah dimana Kabupaten Lampung Tengah akan dipecah menjadi 3 Kabupaten yakni Kabupaten Lampung Tengah, Kabupaten Seputih Barat dan Kabupaten Seputih Timur. Salah satu potensi terbesar Kabupaten Lampung Tengah adalah sektor pertanian dimana kurang lebih 51% menyumbang nilai PDRB. Dalam upaya melakukan pemekaran daerah, maka perlu dilakukan perencanaan terkait dengan potensi dan keunggulan daerah baru serta aspek pelayanan publik yang tersedia sehingga daerah yang akan dibentuk dapat memberikan manfaat yang positif bagi masyarakat. Penelitian ini menggunakan penelitian deskriptif dengan data kuantitatif dengan metode analisis LQ untuk menentukan keunggulan sektor pertanian bagi calon daerah baru. Selain itu terkait aspek pelayanan publik akan dianalisis menggunakan analisis skalogram dan indeks sentralitas untuk melihat hierarki fungsi fasilitas layanan publik yang ada di calon daerah baru serta analisis SWOT untuk menyusun strategi pembangunan bagi calon daerah tersebut. Hasil penelitian menunjukkan dari sektor pertanian calon Kabupaten Seputih Barat dan Seputih Timur memiliki indeks LQ>1 di berbagai sektor pertanian seperti sektor tanaman pangan, sektor perkebunan, sektor perikanan dan peternakan dengan berbagai komoditas yang berbeda-beda. Selain itu dari sisi pelayanan publik, Kecamatan Kalirejo menempati peringkat tertinggi di calon Kabupaten Seputih Barat dan Kecamatan Seputih Surabaya di calon Kabupaten Seputih Timur. Hal didasarkan pada tingkat kelengkapan fasilitas pelayanan publik yang tersedia di Kecamatan calon Kabupaten baru. Strategi yang dapat dikembangkan pada kedua wilayah calon daerah otonom baru tersebut dengan memperhatikan faktor internal dan eksternal adalah mengembangkan sektor-sektor yang menjadi unggulan daerah untuk dapat meningkatkan perekonomian daerah nantinya, melaksanakan percepatan pembangunan bagi wilayah-wilayah yang masih tertinggal dalam hal sarana dan prasarana publik serta membangun fasilitas kesehatan dan pendidikan di calon daerah otonom baru nantinya. Kata kunci: sektor unggulan pertanian, pusat pelayanan, strategi ABSTRACT The discourse of the expansion area in the province back would do in Central Lampung district where the Central Lampung Regency will be broken down into three Districts namely Central Lampung Regency, West Seputih and East Seputih. One of the biggest potential Central Lampung Regency is the agricultural sector where approximately 51% accounted for the value of GDP. In order to perform the extraction areas, then it needs to be done planning related to the potential and advantages of new areas and aspects of public services available so that the area will be set up to provide positive benefits to the society. This research using descriptive analysis with quantitative data by method of LQ analysis to determine excellence agriculture on the candidate a new area. Besides related service aspects public will analyzed using analysis skalogram and the centrality index to see a hierarchy function facilities public services in prospective new regions and analysis training to draw up development strategy on the candidate government will formed. The result showed of agriculture prospective district are western and east are having index LQ>1 in various the agricultural sector as a food plant, plantation sector fishery sector and livestock with various commodities of mythology. Besides from the public service, sub-district kalirejo occupy highest rank in prospective district are western and sub-district are surabaya in prospective district are east. It based on a level completeness facilities public service available in sub-district prospective new districts. Strategy that are developed on both regions prospective autonomy the new with regard to the internal factor and external is developing sectors seeded regional to improve regional economy later on, implementing development of for those which are still lagging in terms of public facilities and build a health and education in prospective autonomy new later.
